Varaso Kingdom

The Varaso Kingdom or the Kingdom of Varas was an ancient Vallaran state.   According to legendary histories, the city of Varas was founded in 814, and this is generally taken as the beginning of the kingdom, though the city doesn't appear in records until 951. Others mark the true start of the kingdom rather than a city state under Fridian influence from Varas' subjugation of the region of Vallarium following their victory in the Wars of the Socii in 1146. The kingdom lasted until 1730 when Aleixo declared the Empire.   Varas was a kingdom under the rule of a single monarch, much like many of the other oppidā around them, the other Vallarans, Lusatians, Merillians, and Fridians, but also like the other city states, they shared the idea of cīvitās, or a sort of set of rights and responsibilities for the people of the oppidum. Warfare in Elicia was carried out by citizen militias.   As time wore on and the kingdom grew, absorbing more and more territory and having need of ever larger armies, the tributary system would evolve from one of soldiers being sent as tribute by a subjugated people, to one in which service was rendered in exchange for cīvitās sine suffragiō. Service to Varas was no longer a begrudging levy, but a pathway to integrate into the civic apparatus of Varas. By giving conquered peoples an incentive to perpetuate itself, Varas began to go from being a tributary hegemon at the head of an empire of subjugated and potentially agitated peoples to building a larger Varaso identity. As part of his reforms, Aleixo created a standing army. While a standing army had de facto existed in Varas for some time, this was largely because Varas was nearly constantly at war. By creating a standing army, a permanent pathway to citizenship was created, available to anyone willing to further the cause of Varas. Aleixo's (properly the senate's) declaration of imperium in perpetuō over Elicia and Antalasia came also with the mass granting of full citizenship, including suffrage, to those areas, making them effectively as core to the state as Varas itself.
