Vanatori

The Vanatori (sing. Vanator) or "Hunters" are an official branch of law enforcement within the Oryova, with their headquarters — the Office of the Vanatori — located within the Duke's castle — Castle Albescu — and their head of operations — Lady Flavia Vântu reporting directly to the Andrei II Albescu. The Vanatori are a quasi-religious order, with a modicum of association with the Aomeni Church of Eighteen Eyes cults of Lord Velvet, Mother Make Me, and Old Lady Loom.
The Vanatori employ a network of magical spy crows, utilising a modified version of the shadow spy spell, with which they keep tabs on the citizens of Oryova, watching for dissent against the Shadeless Lord. Those they discover, or even suspect of treachery, are dealt with quickly and brutally, with the order's primary modus operandi being that their victims only know they are under investigation when they're already being attacked. Beyond their shadow spies, the Vanatori have regular Vanatori, and then their lieutenant-class Slayers.
The Vanatori are heavily funded, making ample use of magical gear — including weapons and armour — and traps. Additionally, their HQ is outfitted with several illusory walls that conceal parts of their complex.
In addition to the Vanatori themselves, the order organises and oversees the deployment of the city's militia guard, including the acquisition, funding, and outfitting of district barracks.
