Must be a Marchese or Marchesa to be eligible to run.
Appointment
The Visconte/Viscontessa is democratically elected between the three active Marchese/Marchesa in Gioveghanni. When voted into office, they step down from their previous role and become Visconte/Viscontessa. These elections are mediated by specially appointed representatives of each Gioven Province and headed by the current personal guard of the previous Visconte/Viscontessa. To win, the candidate needs to win the vote by plurality.

Grounds for Removal/Dismissal
It is exceedingly rare for a Visconte or Viscontessa to be dismissed from office. For this to occur, the three Marchese must unanimously decide that the Visconte/Viscontessa is unfit for rule, after which the Gioven citizenry must vote by Majority to remove the Visconte/Viscontessa.
History
During The Eternal Dusk, what is now known as Gioveghanni was able to survive amid the conflict through a coalition of three nations: Marrezete, Territiá, and Paludegha. Of the three nations, one man rose as a star general. His name was Cesare Giovinco. No one knew which of the three nations he came from, but in the end that made Cesare the perfect representative of the three nations. When the war ended and the three nations wished to become one, they near unanimously elected Cesare to become their leader, creating the position of Visconte and naming the country, Gioveghanni, after him.
Cultural Significance
The Visconte/Viscontessa of Gioveghanni is unique to Verdai as being the only Head of Government among each of the countries to have a purely democratically elected leader.

Cesare Giovinco: The first Visconte of Gioveghanni. The country is named in his honor.
Priscilla Vallombrosa: The current Viscontessa of Gioveghanni, she is famed for her action in repelling pirate forces and working with a hired party of adventurers in subverting a civil war and destroying the pirate beholder known as "L'Occhio".
