Council of Feneyl Dour Rai (a.k.a. The Man from Nowhere)

Dour Rai, colloquially called The Man from Nowhere, promoted the independence of the Western Elves, and pushed Uliyo Feneyl to make it a reality. Dour had found a way to imbue artifacts with magic, allowing even those who had not been gifted with its majesty to wield it. This was similar to J'barri metallurgy but allowed the wielder to control magic, rather than enhancing a weapon's inherent properties.   After assisting with this push for independence, Uliyo  allowed Dour to sit at his side, informing the directions that the west was to take. His knowledge bolstered the western elves into a shockingly advanced age of technology, having reached rudimentary steampunk in the modern era. While Uliyo died only 20 years after declaring independence, Dour lives on. He sporadically leaves his place as an informant and scribe every once in a while but currently resides in Ilobel. Like many elves from before Ettermiddag, his age is unknown, but he is certainly a well lived individual.

The Stranger is in much "healther" physical condition than those around him. While Western Elves do not view themselves as physically unwell, The Stranger has the physical makeup of your typical Eastern Elf.
