Jousai is a town in
Hokutani. It is home to the Order of the Serene Dragon, a sect of
Crisei monks often at odds with the ruling clergy in the region. They are known to offer their services as caravan guards to raise funds for the order. It is part of the lordship of
Kamuishi.
