Winged kobold and leader of an expedition of Burnfist Clan kobolds that traveled from Boora Bog to the Scarlet Hills under the orders of Ydarion the Night Cutter as a means to spread their influence. They discovered a cave system in the hills that they used for their base of operations. During this time, the kobolds slew the Old Black Wolf of the Hills, a wolf that was known to the caravans and travelers who frequented the road through the hills. After slaying the wolf, Fell ordered the wolf's pups to be taken to be trained to be warriors for the clan. These pups were eventually freed and adopted by Levi. The League entered the caves to cull the kobolds and they slew Fell along with most of the kobolds in the caves.
