City Council of Lankhmar
There are 13 members on the City Council, including the Overlord, who presides over them but never goes to meetings. Each District elects an Alderman to the city council. The City council elects a Lessor Lord to serve as a voice to the Overlord. They are council only to the Overlord, who makes all decisions. There are 11 municipal districts in Lankhmar. Each district has an Alderman, who is a member of a municipal council in that district. The high-ranking member of each district, a council member chosen by the elected members with in that district. District Council has 13 members, with one being the Aldermam, who presides over them. The Alderman is elected by the Council and serves on the higher City Council which answers directly to the Overlord. District Council are Elected by the Guilds in the district by secret ballad. The members are also nominated by the Guilds, publicly. Both positions as a District Council member and the Aldermam of the city council are highly sot after. Graft and corruption is Common at all levels.

The role as a City Councilman is well esteemed and highly sought after. As such, the process of becoming nominated and elected to the City Council is rife with bribery and corruption.
Public Agenda
No public agenda exists for City Council as all issues involving the public are handled at the District Council meetings. The City Council exists to inform the Overlord of the material changes occurring within the City of Lankhmar that may be useful to the Overlord in making his decisions.
The advice and opinions of the Alderman, as summarized through the Lessor Lord to the Overlord/King, are considered by the Overlord/King, however his/her decisions are independent and final. The decisions are considered to be part of Kingdom Law and as such are enforceable.
