Hilston Docks
The Docks District of Hilston is the busiest of the districts. Hilston's location at the mouth of the river Eastbourne where it flows from Lake Biddo out to the Amrid Ocean makes it a center for trade in the regions. Raw resources are brought to the city from all over emic, and then turn into good which ship out all over Nor. With the Eastboure large enough to support even ocean going sized vessels, the docks of the city which take up the entire western side, and even some of the southern side are large enough to handle any craft, from narro river boats, to large flat barges to large sailing vessels with either traverse Lake Biddo or the eastbourne and the ocean beyond. While most of the Docks District are working areas there is a large section that contains inns, warehouses, taverns, and other buildings that are needed to support the district.
While most Docks are a controlled form of Chaos, the docks of Hilston are highly regulated and organized. There are several guilds that work together to ensure the docks work efficiently and there are no issues. The shipping guild, is responsible for the scheduling for departures and arrivals. They decide which ships dock where and their members are always out and about making changes to account for when ships to not make their timetable. The also manage and schedule inspection by the Traders council representatives who check cargos, asses tariffs, and make sure the ship and its crew poses no risk if they disembark and unload. Most other cities have a dockmaster and assistants to manage these tasks but Histon has a whole guild devoted to it. Then the Longshoremen do their work loading and unloading. The crew is not allowed to assist in this, except to advise on the type of cargo and any special handling needed. The work with the carters who then transfer the goods to warehouses.
There are several Flop houses in the Dock area that people can rent space in by the week or month, especially if this ship will be in port for a bit, or they are waiting for a new assignment. The houses are nothing more than large building with hammocks and some Jakes. Sometime people from the city proper will stay here if there is no other place to go but it is usually filled by sailors who can afford inns.
The dock is always a bustle of activity during the day and can be a bit intimidating. The shippers guild is real good about moving passengers and other non dock workers from th area to safer parts of the district where they wont get in the wa or get hurt. There are several Inns, and taverns of differing quality all right in the Dock District, so passengers who are not staying, don't even have to enter the city proper.

Defences
During the day there is not a lot of guard presence, as there is so much activity and crowds guard can't really do much. They do tend to walk around the warehouses and taverns / inns but stay far away form the working areas. This means the docks are a good place for pickpockets and thieves, especially since most people ore from out of town and may never come back.
At night its a different story, as the bustle dies down, and the docks can become a very dangerous place. Even the guards don;t like to come here at night and are often paid to look aside.

Industry & Trade
There are very few shops in the district. You will find fish mongers though, and plenty of lad and lasses selling things like muscles, shells, or other little trinket that are sometimes brought up in the fisherman's nets. There is a Shop that specializes is carrying oddities that have been found by sailors either in their nets or on islands, with primitive peoples.
Beside that the Docks is the City lifeblood, bringing in good and taking out finished products.

Infrastructure
The inner docks is Stone, built to squareoff the section of the city. Then the wooden docks are attached and take up the rest of the district. The sewer grate here dump directly into the lake.
Guilds and Factions
The two major guild that operate i the Docks are the longshoremen. amd the shipper's guild.
The Red Daggers also have an interest in things that happen here after dark.
