Hilston's Civil District
The Central District of Hilston is known as the Civil District. This District houses the Main building used by the city government to conduct business. It is also the home of many of the Guildhalls and the housing for the military.
There are several high end shops that cater to the rich of the city, whoes wares are only affordable by thoes on the Traders Council or visiting foreign dignitaries.
The Council owns several large manors in the region that are used for semi-permanent ambassadors for other regions as well as important figures visiting the town. Lodging includes a few high class inns that are suitable for foreigners and the wealthy who come to the city but are not important enough to warrant the council put them up in one the council owned residences.
Entertainment in the district is limited to several upper class taverns and The Heritage Assembly Hall, a theater that focuses on Operas and classic performances.

Demographics
The Cvili District doesn't have a lot of residents, but those that are found here are almost exclusively Human and upper class.
Defences
The Civil District is heavily patrolled by the City Guard. A typical guard is equipped with sword and truncheon, and wears mediums armor. They are well trained and some of them have years of experience.
Architecture
Most of the building are a mix of Brick and wood, and well built. The roads are paved with large flat stones, and are well maintained. The sewers here are deep and cleaned regularly.
