Where Labor Lapses to the Quiet Breath (a long-winded, slightly ominous, slightly whimsical name inherited from a lost translation thought to be Gnomish) is the subterranean hamlet found beneath the City of Wrath. Cheekily referred to by those who live in the city as "downtown," the area is not necessarily secret, but instead merely a place one needs to be clued into the entrances for, hidden as they are like speakeasy doors in various pubs or workshops.
Demographics
It is exceedingly rare to find a more affluent type Downtown, and those who do find their way are often regarded as interlopers (something not helped at all by their tendency to act like they should be ashamed to be seen there).
Downtown is a place to unwind for those who live in the City of Wrath, though it's slightly seedier than aboveground in that gambling dens, brothels, and other "casual" locations that otherwise don't fit with the aboveground focus on generating wealth are found here. As such, it's rarer to find children here, although not banned or even unheard of.
Government
Self-regulation is the name of the game here, with the understanding by those who pass into its gates that Where Labor Lapses to the Quiet Breath is a nice place that everyone in the City of Wrath wants to keep going. As such, crime is punished swiftly by either the people of an establishment or the people who care about the establishment. (Usually it's just a good ass-kicking, but it's not unheard of to learn someone got fired from their aboveground position for what they did down below. This is less common, since everyone who is tired enough to need to get away in this place knows how important the jobs keeping their families fed are, but, well...sometimes you need to remind someone that theft or murder really aren't okay here.)
Defences
Typically businesses will hire out muscle to protect them, often by promise of free goods (a night's stay with the consort of their choice or free drinks the day after they work, for instance). There's little infrastructure beyond this, since it's not a) illegal to be here (so no need to protect from aboveground law enforcement) or b) really a place people would want to raid for military means.
Sometimes the occasional subterranean critter wanders in, but you don't survive in the City of Wrath without being handy with a blade or hammer, so usually people just come together to stop whatever's interrupting their weekend.
Industry & Trade
Brothels and pleasure houses, gambling halls, pubs and bars, smoking lounges, sports arenas and fight clubs...if there's a vice to help you relax, you can likely find it here. There are also inns for people who want to stay belowground for their time off work (or need to sleep off a hangover), and plenty of "odd" businesses that can't quite afford aboveground advertising. (Examples include eclectic art galleries, extra strange food carts, trinket and bauble shops.)
Guilds and Factions
The thieves guild Esku Argiak is rumored to be headquartered here, if you believe such a guild even exists.
Tourism
People don't tend to visit downtown unless they're from the City of Mercy, since it's less a den of ill repute/black market/tourist destination situation than it is a necessary letting-off-of-steam for those who live here. That said, you can always find something interesting or weird to do, so if people visit the city and know about it, it's usually worth killing time between business meetings or what-have-you.
Climate
Chilly, like most cave systems are, and generally a little damp due to being flanked by rivers on both sides.

Why would you come here to dig things up? This is where you go to relax after spending all day digging things up!
