Officer of Defense
The first seat of the Council. Although all seven council seats technically are equal in power, the Officer of Defense has the power to overturn council decisions during wartime.
The Officer of Defense has unfettered access to ARK and the Rizan military. They can call for ARK operations and prioritize things as they see fit. The Officer of Defense can declare war and commence attacks on other nations. They are responsible for homeland security.
Qualifications
The Officer of War is typically someone with extensive military experience, both within combat and tactical maneuvers.
ARK Status in Relation to Seat Candidacy
Historically every Officer of Defense has previously served as an ARK agent, with the exception of Halvar Koit. It is largely considered to be an unofficial qualifying requirement for appointees to the first seat - although it isn't enforced and nominationees aren't discarded due to lack of agent status, sitting Council members typically favor former agents over all others. By the final vote, there are usually no remaining nominees up for consideration who are not agents. Halvar Koit was the only Officer of Defense that was not a former agent. His successors do not respect him because of it.History
