Hellevator Cargo Lift
This cargo lift allows for the collection and delivery of goods to and from the South Dock without all the pesky effort of going into the Lowers. Everything can be lifted by winch and wire up the entire 800ft cliff face.
The lift is meant for cargo, not people, but the operators are skilled in looking the other way to supplement their paychecks. Those in the know (and who speak Thieves' Cant) can tuck themselves away among the crates and skip the stairs, for a nominal fee. Those who can't speak Thieves' Cant can try to ride too, but they'll have to pay a whole lot more for the pleasure.
The operators don't allow people to scale the great cranes which winch the Hellevator platform up and down the cliffs. But for those who do it anyway, there are few better ways to get a view of the Lowers as a whole.
