Zane Glowcreek

Zane Glowcreek was known as one of the two biggest players in Riverside alongside the Widowmaker, and about as corrupt as they come. He ran the eastern half of the city through fear and intimidation and sought to destroy the Widowmaker so that he could bring the whole city under his authority. He believed he had local Chapter Master Davin West in his pocket so that the Inquisition would ignore his actions, although in reality West was encouraging Glowcreek's war. 
Glowcreek desired the Black Ledger that had been put together by Donluk, just as the Widowmaker did and when she put a bounty on the Party's head for stealing the Ledger, Glowcreek wasn't far behind. He sent his men out en masse to find them but the Party escaped the city regardless and the ensuing events led to Glowcreek and the Widowmaker's forces clashing openly in the streets in civil war.
Reading the Black Ledger in the meantime revealed that Glowcreek's real name was Tomas Tarr, a lowborn and a petty criminal who killed the real Glowcreek family and then took the identity of their youngest son, Zane. His real mother, Aleyda, still lives in Riverside's slums and he occasionally visited while making sure she remained appropriately taken care of. 
The Players eventually returned to Riverside and discovered that Glowcreek and the Widowmaker were still tearing the city apart through their feud. They encountered Glowcreek in person for the first time, witnessing first hand his extortion of the local businesses. But more importantly, they discovered that Glowcreek was planning a very public event that they had reason to believe the Widowmaker would attack. The event turned out to be the execution of Donluk, who Glowcreek had had imprisoned soon after the Party originally fled Riverside. The Widowmaker's forces attacked the event with the Thought Bomb and Glowcreek was forced to fight for his life as the locals became consumed by murderous rage.
