Xaan

You can find a skeleton guard or a zombie builder. The nation of Xaan seeks to use undead not only in war but also to greatly increase their prosperity and influence. Some citizens might not like but their opinions do not matter, as only necromancers can rule in the country. You could always make undead out of those that whine.  

History

There were some Tieflings that worked with the Iconian Empire and they were able to rebuilt the cities of Phlegathar. In the end, they lost the war and the cities fell once more. However, some of these tieflings survived and having mastered the art of necromancy, raised armies of the dead during the first century of the Fifth Age, Current Age. They were able to conquer countries west of Veilishaar and east of Osor-eddaz. Carving a nation for themselves. While they are far from being a full undead nation like Lepidia, they still use undead for their goals. Those that live there either have a hard time adapting or are okay with a zombie plowing the fields for them as a means to save resources. The necromancers went into an alliance with Osor-eddaz in fear of retaliation by the resurfacing nations in the west and they hope to ally themselves with the Shadow Elves of Veilishaar. They are the nation sending the most expeditions to the Ruins of Phlegathar.
