Noa
Noa is a participant of the The Gauntlet of Mercy in Team Seven. Born as a Sea Elf, he was chosen to become Shadar-Kai as a teenager and worked in the Celestial City, where he became close friends with Rin and Bo. His tense past with Regent Sai, who, according to Zhou, took him as a 'favourite', likely led to his inclusion in the Gauntlet.
Noa has struggled under the strain of the psychological impact of the Gauntlet, and has often resorted to random acts of violence against his handlers and the Regent. He was arrested for treason after betraying the Empire during an assignment in Seventh Province, where he fell in love with a sea-elf freedom fighter named Mateo and became a double-agent. He has since discovered that Mateo has been executed.
Noa has an acerbic and somewhat awkward personality, and he abandons his team often. According to Shay, this is because he thinks he will be more efficient without them. He seems perpetually uncomfortable speaking to people, and he has little issue with threatening others when he needs to. Despite this, he is not overly aggressive to other teams, resorting to violence against other participants only when he considers it necessary for his own group's survival. He constantly warns the others not to underestimate the Empire, but he is too cynical to buy into the revolutionary aspirations of those like Ash and Solemnity. His primary goal seems to be to survive.
