Harbin Wester
"If you're a dragon, you should know that I'm far too thin and bony to make a good meal"Harbin Wester is a banker and Phandalin's townmaster. He is a human man and generally regarded by members of the Hat Gang as a pompous old fool. Harbin refuses to leave his home now that rumors about a white dragon begin circulating. Nissany has met Wester before and knows him as an incompetent coward.

When the players knocked on his door to inform him that they had completed the Gnomengarde quest, he refused to open the door, believing that they could be dragons. The party eventually managed to convince him, and Harbin, still hesitant to open his door, accepted the magic item that they gave him, unaware that it was fake. He then payed the party by sliding the money under the door one gold piece at a time.
Harbin won't even leave to get food or place new quests on the job board outside the Townmaster's Hall, appointing these tasks to Sildar Hallwinter instead. Although it is not his job, Sildar complies in an effort to maintain what little order exists within Phandalin.
