Quelldraw Act (Quell-draw)

The Quelldraw Act was enacted to formally outlaw research into, construction of, purchase/trade of, and use of firearms of any form, including components, engineering diagrams and instructions, and enstreng and related explosives. It also enabled any breaches of the Act to be criminally punishable, and classed firearm use as a inhumane and a warcrime when used in times of war.

Purpose

To outlaw and publicly condemn and criminalize anything related to firearms and explosives, and enact restrictions on the production of enstreng and the trade of kelaqgux.

Historical Details

Background

A crime of passion incited a long chain of violent, firearm-enabled revenge that nearly wiped out the entire Quelldraw family of Ironwell in the Season of Closing, 963AC. Such an extreme case of civil violence, occurring solely in the span of a Season, had not been seen in over a hundred years and the tragedy prompted mass public outrage.   Biae Eburos, as a young Physicia in training who happened to be present in Ironwell for one of the incidents, was instrumental in gaining the support of the influential Eburos family. They then instigated the authoring of the act through their civil connections and were one of the signatories.

Public Reaction

The Act was welcomed with open arms by most. Ustraria in particular was growing comfortable for its reputation as a "land of ideas" and a general cultural renaissance was already underway; even the military were not sorry to see the technology vanish, with common consensus being that the world was not ready for that kind of warfare.

Legacy

The Act could not help but throw particular scorn on Devatska Acosaphaura, for whom both enstreng and firearms were a brainchild. Although the Ustrarian Gild of Craftsmen shared some of the responsibility, they quickly turned against Devatska and Yerga'renona Iatix by association.   Although the Act is still in effect, with the uncertainties brought about by the Long Wake there are many beginning to rethink their stance on firearm production as they seek to regain footholds.
