Founded in 3000 BF, Tokusa stands as the capital for the
Council of Rax. Standing in previously though unlivable bayou, the land was granted to the
Gurun refugees by
The Empire of Sun. The city is built in a rough crescent shape and displays tiered zoning, working to restructure the expanse of fungal growths and murky waters. Dealing with the harsh environment slowed the city's growth, until the "reshaping", a magical discovery that allowed the sorcerer elite to reshape Tokusa.
Government
As the capital of the
Council of Rax territories, Tokusa has a dense collection of political mages. Ruled as a magocracy, the most powerful spellcasters are granted the right to rule and form an oligarchy. While the government has historically been seen as transparent, recently there has been concern over one of the most recent elects to the Council. Many believe them to be unfit for office and has been wildly unpopular among the city's denizens.
Population
Tokusa is a small city with roughly 7,000 inhabitants. While the population is primarily
Gurun, there is a sizable
Sun Elf population. The elfs largely keep to Grotia's Mandate, where
The Empire of Sun has constructed a large military base to protect their vassal. In recent years,
Ma'Kar have found their way to the city and established several profitable businesses. Most citizens are bilingual, speaking elvish and gurun.
Culture
Magical cloaks are extremely popular in the city and are most prominently worn by the mages who make up the city's council. The most popular dish is a unique fish collected from the inland muds, described as having an acidic taste. Buildings are tall and pointed and showcase sweeping curves. Unlike
Anzez, Tokusa is totally tolerant of differing faiths and practices. The Goddess of the
Gurun homeworld,
Grotia, teaches acceptance of all faiths in the universe.
Economics
Torkusa has a market economy and is classified as an industrial center. Primary exports include jewelry, medicine, and fish, while primary imports include precious metals, spirits, and alchemical reagents. The city is also well placed for trade and tourism due to the relevance of its seaports. Recently the economy has boomed and is currently bustling.
Districts and Factions
South Bridge
Overseeing the mainland bridge, this district is the only way to enter Tokusa by land. The large fortifications in the area house the leader of the
Council of Rax.
Yosha's Tower
Recently renamed in honor of the local
Gurun,
Yosha, the "tower" is more a figratvive term. Functioning as a port district, it is the home to many sailers, fishers, and traders. A large group of
Ma'Kar have taken residence in the area and formed the local Fisher's Union.
Jeweler Sector
Due to a magical phenomenon stemming from the fungi in the district, jewels are more easily processed. The secrets of this highly profitable process is tightly guarded by a faction of
Gurun artisans working collectively to increase wealth for the city - and themselves.
Grotia's Mandate
Proudly displaying a statue of the welcoming goddess
Grotia, this district functions as a multicultural center. Ironically, the largest building in the area is a
Sun Elf military center. Forming the Water Guardm a faction focused on protecting the
Gurun vassal state, understanding their culture, diplomatic relationships, and most importantly that the
Council of Rax does not forget who they answer too.
Swamp Wall
Built by druids and shamans, Swamp Wall has very little actual architecture. For most residents and tourists, the area functions as a public park, but it has a more important role. A faction of
Gurun healers commune with the swamp itself. In doing so they help with the natural expansion of the city, improve relationships with the surrounding nature, and develop the medicines that are exported across
Kapaska.
