Atlantean Empire
The Atlantean Empire encompasses every planet and all people native to the Atlas System. It's ruler is the Empress Otrera, who has held the position for hundreds of years thanks to her position as Sailor Aethra.
Structure
The Atlantean Empire is ruled by the Empress, though in recent times she is more of a figurehead. Much of the day to day running is taken care of by local councils, with an elected house handling larger decisions. The Empress has the power to veto any decision made by the House and also to inflict any laws she wants but generally refrains from doing so.
History
The Atlantean Empire's origins go back a long way. A young Otrera took over her grandfather's rule of a kingdom on Ambrosia that today is recognised as Erda. Over time she conquered various neighbouring lands, building the foundation of her empire. With the longevity granted to her by the Aethra Starseed she was able to keep reaching further, pulling more lands under her banner until all corners of Ambrosia recognised her as Empress.
Her reach then expanded further, to the other planets in the solar system. However, by this stage, it was less about conquering new territories and more about uniting the various societies together to lessen conflicts and promote connectivity. She had long grown tired of fighting in wars.
The Empire was a key member in founding the The Pleiadian Alliance, Otrera wanting to do for it what she was doing for her home system - unifying it.
