Otrera is the Empress of the Atlantean Empire and the current Sailor Aethra.

Otrera, through the Aethra starseed has the power of psychometry, which allows her to see events of the past (though only if they were witnessed by someone other than herself). Through years of practice, she has developed great skill with this, allowing her to view events at will and to flip between persepectives of those events if more than one person was there.Mental characteristics
Personal history
Born many centuries ago, Otrera's story starts with her grandfather, an emperor named Gaius. He ruled many nations on Ambrosia in what was, at the time, the largest empire the world had known. When he died, this empire was passed onto his eldest son, Lucius, who saw it as his duty to expand the empire further, to conquer more lands.
However, in doing this, Lucius bit off more than he could chew, the empire's stability waning as it expanded. Further evidence of his short-sightedness came when he realised he was close to sixty years old and had no heir but plenty of brothers with children of their own to inherit. So Lucius went out and found himself a young woman to marry and impregnate. And she gave birth to a son, to his delight, name Leo.
Leo's childhood was difficult. He was forced to learn everything needed to rule an empire, even as it and his father's health began to decline. This was made worse by his identity issues, meaning he came off as closed off and snappish.
Then, on the eve of his father's death, Leo was visited by a woman named Pythia. She gave him the Tear of Aethra and told him he had a choice; continue in his father's footsteps as the empire crumbled, or accept his truth and build the greatest empire the world would ever know.
She called him Otrera. Empress.
With his father's death the following day, Pythia's visit couldn't have been more pointed. In the months that followed, Leo struglled to meet expectations whist the name Otrera haunted him.
After a key loss to an usuprer, and desperate to preserve what was left of the empire his father and grandfather had built, Leo left orders with his most trusted advisers and headed out to sneak into the enemy camp, intending to assassinate their leader. In an attempt to get into the enemy camp, Leo dressed as a woman and was still wearing those clothes when he faced his opponent in combat. The fight was witnessed by others and Leo was mistaken for a woman when he proved victorious.
She introduced herself as Otrera.
Things weren't straight forwards when she returned home, forcing Otrera to face the misogyny and transphobia in her culture. However, bearing Pythia's words in mind, Otrera refused to cow before the outcry at her sudden desire to present as she wanted. Instead, she proceeded to revolutionise her empire.
In the following years, she secured the unstable states and expanded her empire to new ones. She recieved another visit from Pythia, who needed her help as Sailor Aethra. After, Pythia suggested Otrera take a closer look at the lands she was conquering and consider the cultures beside her own; if men could be women and women could be men, then all men and women could be their own people. And Otrera listened; foundn ways to value to the different peoples within her empire and to expand it without destroying those differences.
Of course, having the power of the Aethra Starseed meant that Otrera wasn't getting any older. She didn't actively use her power as Sailor Aethra in her campaign but she began to outlive her councils and heirs (especially those that attempted to dethrone her).
In the following centuries, Otrera's influence spread across Ambrosia and out towards the other planets in the system, creating the Atlantean Empire. Otrera was amongst the first to actively work to build an alliance amongst the systems of the Pleiadian Cluster, following the senshi alliance that fought in the Fall of Lethe , which she was present at. The first unofficial talks regarding what would become the Pleiadian Alliance were held in her paace on Ambrosia.

Otrera's education was provided by tutors personally selected by her father to make sure she knew everything needed to run an empire.
Since then, she has studied various other things over the years and has academic accreditations in history and linguistics.
Employment
Otrera's one and only career throughout her entire life has been Empress of the Atlantean Empire (though it wasn't always called such, nor always as large as it is today).
She is also the current Sailor Aethra, but doesn't view this as a job as she doesn't dedicate much time (relatively speaking) to it.
