Elwic

Government

The Elwic City Council is fairly stable, especially compared to others. Filadrin steers the ship, working closely with Sorvor Vetsk and Ema Sternblood to keep the city running smoothly. Rassi Pridemourn is a new figure, who has been claiming Deeds from each of them, acting as a bit of a wildcard, but thus far not enough to truly cause any upset.

Defences

Elwic is build into a massive cavern in the Fractured Highlands, with only three entrances. This makes it very defensible, with only three somewhat narrow passages in, plus entrances for trains that are even narrower. In addition, the inner ring of walls are strong, and protected by Deeds, along with an army of mercenaries.

Guilds and Factions

• The Chroniclers are the main force in Elwic. They control the entire center of the city, and every other faction is left to pick up the scraps of the outer ring. Their forces of mercenaries are unparalleled anywhere else in the Empire, though many are not in the city at once. They collect information and artifacts for the guild, building a massive power center unrivaled by anything except the Imperial Army itself. A mix of university and Adventurer's Guild, Filadrin runs the place as they like, taking both new and experienced travelers under their wing.
• The Knights of Pridemourn are a new force in the city, a guild of mercenaries looking to compete with the Chroniclers. Thus far, they've managed to carve quite a niche, earning themselves a number of Deeds in challenges, deals, and jobs. They are lead by Rassi Pridemourn, a flamboyant knight who serves a mysterious master.
• The Imperial Guard in Elwic desperately try and maintain order in a city of mercenaries and adventurers by holding deeds themselves. They are lead by Ema Sternblood, who is constantly worried about fending off threats from the Kingdom of Clockwork and the Underdark beyond.
