Dock of Fallen Cities

The Dock of Fallen Cities is an ancient facility along the River Styx designed to bind damned cities with its large infernal iron chains and lower them into the Styx, forcing the inhabitants of the city to be reborn as devils.
Cities that arrive into Avernus are generally floating, kept aloft by the uncorrupted souls of those that inhabit it. While it is preferred to have the city sink into the Styx via the use of infernal contracts, which gradually corrupt the city's populace and thus force it lower and lower, the chains of the Dock of Fallen Cities can be winched manually, though this process is much slower.
