Lord Justiciar Baldwyn Stocks (a.k.a. Headsman)
Baldwyn Stocks is the Lord Justiciar of the Duchy of Hekmo. He is a 44-year-old Human and has held the title of Justiciar for 11 years. His duties include a twice-annual circuit of the duchy where he hears cases and dispenses the King's Justice in the Duke's name.
Physical Description
General Physical Condition
Average height, moderate build. Reddish-brown hair and beard, typically loose and unwashed. Rarely smiles and is not known to have ever laughed in public. Maintains a dour countenance at all times while acting in his official capacity.
Specialized Equipment
Baldwyn has an executioner's sword with him at all times. It is a hilt-less sword with a blade that is heavier at the tip then at the base. When he holds court, the sword is drawn and plainly visible to all who care to look.

Personal history
Baldwyn was born the son of a City Watch sergeant. Watching his father bully and intimidate local businesses and tradesmen throughout the City of Hekmo his entire childhood, Baldwyn learned early what the power of intimidation could produce.
While still a very young man, Baldwyn met and befriended the son of the Duke, Torum am Nari. Through years of close association and companionship with Torum, Baldwyn came into the notice of the Duke, who appreciated the firm and unrelenting manner the young man presented. When the previous Justiciar of the duchy was killed under very mysterious circumstances while on his official circuit of the duchy, the Duke chose to appoint Baldwyn as the new Justiciar.

Motivation
Baldwyn has been described as the personification of greed. His nominal motivation is the dispensation of Justice within the Ducy of Hekmo, but in actuality he measures justice purely by its value to his pocket and purse. As he is entitled to (at least) 20% of every single fine he levies against a crime (real or imagined), the more justice he dispenses the richer he becomes. His reputation as ruthless stems from his unfailing insistence on beheading anyone that fails to pay the required fine upon conviction. This beheading is conducted by his own hand on most occassions, and is the reason for his nickname, the Headsman.
