Architecture
Tantlin has a ranging architecture, mirroring the range of the status of the devils within the city. The Citadel of Ice extends as high as you can see. The walls surrounding it are made of a beautiful blue ice that is translucent and seems to glow in certain areas. The buildings nearest the citadel tend to be elegant and enormous in size, showing the station of the devils that own them. As you get further from the center of the capital you begin to see smaller and smaller homes and shops, and at the furthest reaches of Tantlin the structures tend to be in disarray or completely in shambles.
Defenses
The River Styx runs through and surrounds Tantlin on all sides providing a treachorous landing point for any army bold enough to lay siege to the capital of the 5th level of hell. Large mountains of ice dot the edges of the river and create funnel points making attacks that much more difficult. Fulnerra Academy of the Arcane provides some of the strongest warlocks and sorcerers in all of the realms that offer their services to the Lord of the Nine Hells. The walls of the city are lined with many battlements and watch towers manned with troops.
The city has a massive military with legions of devils of all variety. It is the largest army of fiends within all of the nine hells. The Glacial Bastion nearby provides auxilary troops in the form of souls imprisoned by Levistus's Bladereavers.
History
Tantlin started out under the rule of Levistus when he became an Archdevil and was under his control until the Realmswar when he was imprisoned for his role in the planning of the war. In its early days the city was a collection point of his army and blade reavers as well as any souls they had imprisoned on his behalf. This was in an attempt to grow his power to contest the throne of the Nine Hells.
After his confinement the city was put under command of a pit fiend known as The Governess who had a different vision for Tantlin. She established trade among the realms with a document known as the Nexus Pact. This launched Stygia and Tantlin into a new age of unprecedented wealth. She imposed strict laws within the city to ensure all travelers would be protected within the walls of Tantlin. Anyone breaking the laws would be subject to immediate lashings and a trial to determine their fate. The Governess maintained rule of Tantlin and Stygia for a little over three centuries before Levistus was able to work his influence and break free of his prison.
Levistus regained control of Tantlin and was finally able to enact his plan to ascend to the throne of the Nine Hells, becoming Lord of the Nine and God of Swordsmanship, Betrayal and Vengeance. Under his rule he upheld the Nexus Pact as it benefited him more than he could have ever imagined. Fresh souls traveling to his domain of their own free will with no tricks or contracts needed...
