The Black Skull Armada

The Black Skull Armada is a nation made entirely of pirates.  The power structure of the armada is actually somewhat complex. Each ship has its own crew and captain, however each captain reports to a Fleet captain.  The fleet captains then in turn report to the Captain of the armada.  Within the armada, orders received from a captain are considered law, additionally the orders of the armada and fleet captains bear the same weight upon the captains of a ship.  Captains of individual ships are permitted to implement any promotion structure they wish, however a crew member may only become captain by means of mutiny. In other words, to become captain you must kill your own captain.  This applies to becoming fleet captain and armada captain as well. A pirate who kills a captain, fleet captain, or the armada captain takes their place.  As the armada is a Kratocracy this is seen as acceptable and is believed to breed stronger captains.
