Athara

Athara is a heavily agrarian nation with a heavy secondary focus on trade. As experts in international commerce, most of the world's gold passes through Athara's borders at some point in time.  Athara endeavors to remain neutral in almost all conflicts, playing both sides as best they can. Like most nations in Torr, Athara features a healthy adventuring guild ecosystem. However, in Athara, all adventuring guilds must pay an exorbinant tax on a regular basis.  Most guilds spend the vast majority of their time simply trying to make the necessary funds to pay the tax. Should a guild default on their taxes, their members are often sold off to debtor's prisons or indentured servitude. In many cases, adventurer's sold into indentured servitude end up in a debtor's army under the direct control of the government.

The government of Athara is a syndicate ruled by the 10 wealthiest members of Atharan society.

Athara enjoys an uneasy trading relationship with the empire.  Athara endeavors to play both sides of a conflict as much as it can. While this doesn't please many of the other nations, it does keep the empire's guns pointed the other direction.

Open Conflict (Attack on Sight)

Athara exhibits open and targeted hostilities with The Black Skull Armada.  This conflict is driven by a number of factors.  First, The Black Skull Armada features a large number of members who fled the oppressive adventuring conditions in Athara. Second, The Black Skull Armada openly attacks any trading ships it finds.  As Athara is dependent on trade for survival, The Black Skull Armada is an anathema to its existence.
