Tomokan
At the southermost point of the Rock Plains lies Tomokan, a pseudo-occupied village of Cairn. Like Kanohi, it serves Astagua as a whole to watch for Vescanian troop movements. Unlike Kanohi, or even Caiir, it is inhabited by the Cairn seeking to better understand and appease the ghosts and creatures of Ghoulwood.
The Astaguan military's occupation of Tomokan is mostly amicable, as the military keeps at bay those monstrosities which siege the village while the Cairn who reside within provide most of the food and amenities to the military. Even so, there is a division in property between Tomokan Village and Camp Tomokan; it's a stone's throw, but the division is there nonetheless.

Wairua
Tomokan Village is known to the locals as Wairua, which loosely translates to Spirit Watchers. Highly ritualistic and druidic, they welcome those Cairn who don't dismiss the restless dead of the forest as equally as they welcome the Ilaen. Since Floranecromancy is outlawed in Nivasa at the behest of its leaders, some Ilaen have left the state altogether, hoping to find a place where their unique abilities can be legally put to use. Together, the Cairn and Ilaen have slowly restored a small part of Ghoulwood to its former glory. They are stagnated by the vicious monsters within, however, and have been training a group of shamans to pacify the spirits. These shamans, called Hopais, are as resolute as the monsters they face and have been asking for assistance from whomever will offer it. Few have answered the call, and even fewer have returned from the Wood. As a rule, Wairua attempts all nonviolent methods to pacify the denizens of Ghoulwood before killing them. This methodology has lead to the deaths of several of its members. While mostly accepted, some of the tribesmen and women are beginning to question the capability and authority of their Chieftain.Camp Tomokan
Circled by a thick line of salt in a superstitious bid to keep the spirits of Ghoulwood at bay, Camp Tomokan is a small, tightly-packed military encampment that regularly patrols the southern coast of the Rock Plains. Unlike its sister encampment on the northern boundary, Camp Tomokan is mostly Humans from Marka. Its proximity to Ghoulwood and the Ashen Wastes forces its occupants to consider being assigned there a punishment. In many cases, it is used as such. It refuses visitors, instead directing them across the salt to Wairua, but won't turn a blind eye to endangered people.
