Temporal Vanguard

The Temporal Vanguard was a council of Lichlords and Colonial Gods who officially guided the decisions of the New Rozsan Empire's various regional governments, but was in fact the overarching leadership of the Empire. While Vanguard members varied in individual skills and purviews, the general purpose of the council was fortune telling: they sought to divine the future and steer the Empire clear of—or at least prepare for—unwanted disasters. As such, New Rozsa could be considered both a necrocracy and a divinocracy.

The Temporal Vanguard was created and led by the twin God-Emperors Nir and Nef, after the arrival of the Empire on Waking Materia from their home plane of Rozsa.  

Methods

Exact methods of divination used by the Temporal Vanguard are yet unknown to historians. At minimum, it's known that particularly long-lived individuals (for example, the Lichlords) become so familiar with the subtle patterns of sentient society that they become mildly precognative. Even if these visions are only brief, vague or occasional, collaboration between a group of precognatives to compile and interpret these visions could result in a great deal of useful information.
