Though the King of Oiche Bha is widely regarded as absolute power, there is in fact a progressive-leaning towards that of a state of checks and balances in place within Oiche Bha with the Council of the Enlightened being able to counterbalance the decree of the king if they feel a slide towards a dictatorship or absolute rule.
The council of the Enlightened is made up of 6 main individuals
The Dean of Heliels, The Rector of Apheils, The Commander of The Shining Assembly, The Master of Coin, The Peoples Voice, and The Watcher.

Much of the inner city including many of the more prominent districts have solid cobblestone roads, that have arcane lighting that hangs from loop lantern holders.
Most of the Inner City in fact even has sewers leading to a more clean and hygienic living situation for much of the general populace.

Aphiel Heights - The location of the prestigious place of study for many aspirants of the gods, medicine, and mechanical knowledge.
Hielels Promenade - The Location of the prestigious place of study for those gifted with Arcane abilities or those intelligent enough to learn them.
Tikpar Park - Home to many of the influential people of Oiche Bha, where many mages, merchants, and lesser nobles reside.
Nimblemart - The commercial district of the city, where many of the shops and local markets are held.
The weeds - The outlying parts of the settlement that extend past the outer wall. Many of the poorer folks live here

History
The city of Oiche Bha in fact predates the world storm by at least 2000 spans. Records are known to have been held within the libraries of both Aphiels and Heliels that speak of the founding of the City itself. As the initial place where the Ancient elves of old first made landfall on the Island of Albacarius, it has always been a site of some kind of settlement, though it may have started in its early days as an elven village little is known of this time as few records now exist that detail anything more than the legend of the Ancient high elven king steep ashore in this area, and even this is viewed with some skepticism.
From the founding of the Great Libraries that would later be built upon to create the universities that make the city a powerhouse of the region today. The then town soon flourished and grew in size and power under the then-Elven rule of the Rowarin Family a great and powerful family of the founding age of Albacarius and prompted the development and building of many of the monuments to the gods that make up the shrines layered within the Heights today.
As with many things in the elder times of the elves, little to no record remains and those that are are scattered with mistruths and embellishments of great deeds that leave much to speculation and wonder being little more than a myth. One thing that is certain however is that this was a terrible time for the elven king, as this is where most records agree that the fracture between the founding families began and so began the first elven war, The Rowarin family, were driven far to the South where they would later found the citadel of Nead Lolaire leaving the settlement to their longtime great allies the small folk of halflings and gnomes.
During this time the town developed a closer relationship with the Toume peoples native to the lands of Albacarius, a race of Half giants formed sometime in the first era when elementals walked the mortal realms. The Gnomish kin of the time learned as much as they could from these beings about the magic of the elements and the powers that they could gain by their understanding and how to master the weave. The settlement went through almost 6 centuries without war or conflict plaguing the region. Until the High Elven Eluathin iv Athacaster declared war upon the Toume peoples declaring them abominations and scourges that should be cleared from the realm. Without much of an army at this time the lineages of the first noble families of Oiche Bha were wiped out and the city was left a grumbling ruin for the next century until a new power rose within the city.
The Nightenlarks banked on the idea of Knowledge being more powerful than anything else within the land, The First of the Nightenlark line was King Tikpar, who developed the city at great personal expense to him and his family almost bankrupting them in the process. Though eventually, the investments would pay off the family was not well-liked by the populace of the area, who had seen within most of their own lifetimes seen the ruin of their homes, and their families. It was known as a time of Oppression within the city though some now look back and revere the High King as a hero and visionary.
Geography
The city sits, on the lands between the River Oiche to the west and Bha'runtva to the East.
Due to the sedimentary build-up caused by thousands of years of these great rivers flooding, the land is heavily cultivated for the growing of many stable crops within the region.
The surrounding landscape is a mismatch of cultivated lands for crops as well as vineyards and hop's farms.
