The title of Grand Moff was neither Palpatine's nor Tarkin's invention, though both can be credited with resurrecting the title for Imperial use. In fact, the title dates back to the Expansionist Period (ca. 25,000–20,000 BBY), when the Republic frequently encountered many small satrapies and mini-empires. The warlords and satraps who joined the Republic instead of fighting it were permitted to keep their rule as proxies of the Republic, and their realms were granted the status of Allied Regions. Depending on the size of their empires, these satraps were given the title of either Moff or Grand Moff of an Allied Region. Over the ensuing millennia, most of the Allied Regions were divided into Republic sectors and gradually faded from the maps. The few Moffs and Grand Moffs that remained held largely ceremonial titles, and ultimately those titles, like so many of the remnants of the ancient Republic, were swept away during the Ruusan Reformation (ca. 1000 BBY). By the time of Palpatine, there were very few Allied Regions remaining, and most of those were small areas of space in the Core and Colonies, such the Ollonir Boundaries or the Botor Enclave.
Thousands of years before its use by the Galactic Empire, the title found in use in the Sith Empire in the years during and following the Great Galactic War, although it seemed that under the Sith it was only an honorary title. One notable example of the Sith's use of the title was Grand Moff Rycus Kilran.[6]
From the time of the Reformation on, the galaxy was organized into 1,024 regional sectors, which were themselves divided into their constituent subsectors. Under Republic law, the Supreme Chancellor could appoint a governor-general to coordinate military actions with the Senator of a troubled sector in a time of emergency. During the Clone Wars (22–19 BBY), Supreme Chancellor Palpatine frequently took advantage of this once-obscure law, appointing officers answerable directly to him as governors-general over both Republic worlds in crisis and Separatist worlds that had recently been liberated. When such actions met with criticism, Palpatine replied that with the passage of the Reflex Amendment (20 BBY), it was not just his right but his duty. In fact, the crisis gave him a good excuse to begin establishing a bureaucracy that was directly beholden to him.

The passage of the Sector Governance Decree (19 BBY) gave Palpatine the power to carry this process forward and appoint governors-general over the Republic's 1,024 regional sectors, establishing a new permanent administrative class answerable to him only. With the inauguration of the Empire days later, the honorary title of Moff was announced for these new regional governors. The use of this title was calculated; many peoples of the galaxy still retained a sense of identity that had been derived from the traditions of the ancient Allied Regions, and they cheered the revival of this title in a new capacity as a check to a Senate most derided as corrupt. The first of these Moffs were installed within weeks, accompanied by a full regiment (2,304 soldiers) of stormtroopers.
Under the Sector Governance Decree, twenty of these new Moffs were also given responsibility for supporting the Republic's twenty Sector Armies, and their military territories, generally matching the sphere of influence of their respective Sector Armies, were dubbed oversectors. These oversectors straddled the boundaries of regional sectors and freed these twenty Moffs from the need to consult with the Senators representing these regional sectors. In the course of the Empire's further militarization (ca. 5 BBY), Moff Wilhuff Tarkin submitted a special holocommunique to Palpatine suggesting a reorganization of these oversectors as part of his Tarkin Doctrine. This was an attempt to cope with the problems of increasing Rebel activity across sector lines. Palpatine evidently approved of this suggestion, and acted accordingly; some of the previous oversectors—such as Imperial Center Oversector—were left in place, but others were expanded—Tarkin's own territory, the Greater Seswenna Sector, was enlarged into Oversector Outer. Others still disappeared entirely, replaced by a shifting number of oversectors comprising systems in which Rebel activity was particularly pronounced. With the permanence of oversectors codified into law, the ancient title of Grand Moff was revived and awarded to those Moffs who controlled these oversectors. Tarkin was the first of these, and with this promotion to priority sector high commander of Oversector Outer came Palpatine's command to restart work on the Death Star project.
The rank suffered the first in a series of scandals when Grand Moff Trachta joined with others in the Anti-Sith conspiracy, an attempted coup d'état against the Emperor. The plot failed and the treacherous Grand Moffs were executed for their betrayal. This would not be the end of their plotting since the Emperor suspected correctly that Grand Moff Tarkin also held ambitions towards the throne.
During the Galactic Civil War, the Rebellion captured Grand Moff Ravik and intended to imprison him for trial when he was killed in a strange adventure involving the Charon. The mutated Grand Moff Ravik was eventually killed by Rebel Alliance agents.
Post-Endor

The death of the Emperor resulted in a free for all amongst Imperial warlords for rule of the galaxy. One of the most powerful of breakaway warlords was Grand Moff Ardus Kaine. The successor of Grand Moff Tarkin created the powerful Pentastar Alignment that solidified Imperial power in the Outer Rim territories but removed a substantial portion of Coruscant's influence. Grand Moff Kaine would be killed during Operation Shadow Hand when his shuttle was ambushed by Republic E-Wings.[7].
Another act of Grand Moff treason occurred when Grand Moff Hissa united several powerful Moffs together into the Central Committee of Grand Moffs that attempted to usurp Ysanne Isard's rule over the galaxy. Despite having the forces of three Grand Admirals at their service, their coup failed with most sentenced with prison sentences. The exception to this was Rufaan Tigellinus, whom was executed by the Moffs for demanding a higher position amongst their ranks. The power of the Grand Moffs would be broken for the remainder of the Galactic Civil War.
It is noteworthy that in the events immediately preceding the Imperial Civil War in 10 ABY at least some Moffs (which might include Grand Moffs) rebelled against the thought of a new Emperor being elected by the Advisory alone. These campaigned for their worlds to be given vote representation to allow them to control the process of selecting the next leader of the galaxy. At least one Grand Moff, Cinzero Gann, survived as a Warlord in the Deep Core as late as 18 ABY.
The position would be revived in the Legacy era with the Council of Moffs replaced by the Moff High Council. Presumably, this is the result of Imperial expansion. It is during this time that Grand Moff Morlish Veed and his consort Nyna Calixte collaborated with the Sith in yet another Moff born coup d'état against Emperor Roan Fel. The coup was supposed to place Morlish Veed on the throne but instead ends with his position unchanged in the Empire. Instead, Darth Krayt assumed the Imperial throne.
In the time of the Galactic Republic, Kohl Seerdon was a military officer from Chandrila. During the Clone Wars, he replaced Hiram Drayson as commander of Chandrila's defense forces.
When Emperor Palpatine declared his Galactic Empire in 19 BBY, Seerdon was made Moff of Sector 3 and assumed the role of commander of the 3rd Sector Army. Seerdon later arranged for his son, Maximillian, to have a ranking position in the Imperial Security Bureau.
During the Galactic Civil War, Seerdon held control over the gas giant Taloraan and its tibanna gas mines. He also had a Weapons Research Facility on the planet Fest. During the war, Seerdon started consolidating forces to take over Rebel Alliance bacta supplies on Thyferra. The Rebel Alliance watched his moves closely. He was one of the most dangerous enemies of the Rebel Alliance flight group Rogue Squadron months after the Battle of Yavin.[1]
After Rogue Squadron attacked the snow planet Fest and destroyed his research facility, Seerdon attacked and blockaded a city on Chandrila, home planet of Mon Mothma and Seerdon himself. Rogue Squadron halted his attack, forcing Seerdon, who was overseeing the attack, to flee in a Lambda-class shuttle. While Rogue Squadron launched a retaliatory raid on a Capacitor on the planet Sullust, Seerdon invaded Thyferra and took control of the planet's bacta factories. Rogue Squadron counter-attacked, outmaneuvering Seerdon's forces.
fter losing control of the captured bacta, Seerdon engaged Rogue Leader Luke Skywalker in his heavily modified Sentinel-class landing craft. After a harrowing dogfight, Commander Luke Skywalker defeated him. The shuttle exploded, instantly killing the Imperial Moff, resulting in a Rebel victory.
Chandrila was settled by 25,000 BBY—a time that saw the Galactic Republic's first expansion in the galaxy—and by 22,000 BBY had became one of the Core Founders that came together to form the Republic,[4] and claimed to be the first agriworld to join that body.[3] Soon after its settlement, the First Great Schism began. The Schism was a conflict between rival factions of the Jedi Order[16] that began in 24,500 BBY,[17] and during the struggle, a minor battle was fought on the planet.[16]
At some point in the planet's history, a Chandrilan language was used on the planet. By the Imperial Period, the language was only used by academics , but its legacy lived on in the names of Chandrila's moons, which meant "point" and "counterpoint" in Chandrilan.[3] During the first five Alsakan Conflicts, which stretched between 17,000 BBY and 12,000 BBY, Chandrila was located in territory controlled by Alsakan.[18]
Age of the Sith
In 3963 BBY, the Library of Chandrila discovered a Sith document, which was quickly disposed of by an agent of Krynda Draay.[19] In the same year, the brothers Del and Dob Moomo were instructed by Jervo Thalien to find the Snivvian Marn Hierogryph on the streets of Chandrila in order to participate in an operation on Taris.[20] Hierogryph came to the planet after he and his partner, Slyssk, accidentally saved a battalion of Republic soldiers during the Mandalorian Wars. There, he was commended by a group of Ministry of Defense officials, who spun a false narrative about how "Benegryph Goodvalor" had saved the soldiers.[21] During the Mandalorian Wars, Chandrila was represented in the Galactic Senate by the mother of Dallan Morvis.[22]
In 3643 BBY, the Alderaanian Markus Thul fled his homeworld with his wife and daughter and settled with his family in a vineyard on Chandrila.[23] Although for 25,000 years after its settlement, no major battles occurred on Chandrilan soil,[2] around 3642 BBY a battle did occur on an station in Chandrilan orbit between the forces of the Sith Empire and the Republic, which was aided by Chandrilan Security Force personnel The battle ultimately resulted in the defeat of the Sith Lord Darth Ikoral.[24] Admiral Brionelle of the Security Force fought and died on the station, and a military academy on the surface was later named for her.[3]
By the time the New Sith Wars broke out[2] in 2000 BBY,[25] the planet was able to import most of the industrial goods that it needed from other worlds while making use of agriforests automated agricombine farms to grow beans, grains, and produce for export. The planet was also the location of a Jedi temple and the tomb of the third Jedi Barsen'thor, a hero of the Great Galactic War.[3] Although initially located in Republic space,[4] the world was captured by the Brotherhood of Darkness near the end of the New Sith Wars.[26]
Chandrila's early settlers were particularly interested in preserving the planet's natural beauty and establishing a representative democracy. They made sure to invest in education in the early era of Chandrilan settlement, which they felt was necessary to prevent anyone from infringing upon the people's power to self-govern.[3] At some point prior to the Galactic Civil War, the Chandrilans also established a colony world on G'rho in Wild Space, but it was only ever sparsely settled. One of its few residents was Dev Sibwarra, who was born on Chandrila but moved to G'rho with his mother and father in order to avoid the Galactic Empire.[10]
The Republic's Final Years

As the era of the Republic drew to a close, the Legislative Youth Program, a mock senate for children, met on Chandrila to emphasize political discourse among the young.[27] Palpatine, the future leader of the Republic and of its replacement, the Galactic Empire,[3] participated in the program and had the opportunity to explore Chandrila's parks, wilderness, and farmland in 67 BBY. While in the Hanna Wild Game Reserve, Palpatine was visited by Dark Lord of the Sith Darth Plagueis, who was surprised to find that Palpatine already knew that he was coming. Plagueis's droid, 11-4D, was also present.[28]
Plagueis realized that Palpatine was strong in the Force and encouraged him to seek freedom from his father, Cosinga Palpatine. Ultimately, Plagueis was able to get the younger Palpatine to admit his desire to rule over the galaxy and promised to help him. Weeks later, as Palpatine prepared to leave the planet, he was surprised by the sudden arrival of his father, who took his son offworld using his own ship. Onboard the ship, Palpatine killed his father, his two brothers, and his two sisters. On Plagueis's advice, he then returned to Chandrila, the authorities of which questioned him. By that point in Chandrila's history, the planet's wealth was greater than that of the Mid Rim planet Naboo and comparable to that of Kuat.[28]
The Clone Wars

The planet remained loyal to the Republic during the Clone Wars between the Republic and the Confederacy of Independent Systems and was host to the former's Third Mid Rim Army. During the conflict, Chandrila was represented by Senators Mon Mothma[16] and Den Skeenah in the Galactic Senate.[30] Despite the planet's overall support of the Republic, 575 employees of the Public Safety Commission—a Hanna City-based organization responsible for responding to emergencies—walked off their jobs in protest of the Senate's recent vote approving the creation of a Grand Army of the Republic, which funneled Chandrilan tax revenue towards the central government's military project.[31] Around the same time, an exhibit entitled "Cradle of the Galaxy" toured the Core Worlds and was tentatively scheduled to be displayed in the Hanna Institute of Antiquities on 14:5:2 under the Great ReSynchronization.[32] After the passage of a reflex amendment on 14:10:03, the Chandrila Defense Fleet's command was shifted from Hiram Drayson—[33] who had run a fleet of shipping barges to being appointed to the Defense Fleet—[34] to Kohl Seerdon, an official appointed by Palpatine, which earned criticism from Mothma.[33] Later, the large fleet was absorbed into the Republic Navy entirely.[3] During Drayson's time as a Defense Fleet admiral, the smuggler Lando Calrissian made multiple profitable smuggling runs to Chandrila.[35]
Chandrila's era of peace ended during the Clone Wars when a bioweapon attack was carried out against Hanna City. The weapon was released from security cameras manufactured by Shield Securities and turned thousands of individuals of multiple species into bloody slime and froth. The attack was carried out Separatist General Lok Durd using a weapon created by Bant'ena Fhernan.In the aftermath of the attack, Palpatine—now Supreme Chancellor of the Republic—returned to the planet in an attempt to raise the morale of the people of the Core Worlds. Palpatine blamed Master Yoda, leader of the Jedi Order, for not stopping the attack. Other planets worked to help Chandrila recover from the attack, including Naboo. Because that planet had a close relationship with the Sisterhood of Ta'fan-jirah, a Chandrila-based organization, it received special consideration from the Chandrilans. This led Naboo's senator, Padmé Amidala, to instruct her personal assistant, Sovi, to work with the Chandrilan senatorial on coordinating Naboo's relief efforts.[29]

Chandrila became part of the new Galactic Empire after its formation, and the Chandrilan Jesco Comark, whose family included socialite Amber Comark and owned an orchard near Nayli, was appointed governor. Eventually, Comark was convinced to resign by Mon Mothma.[37] Under the New Order, the democratic Chandrilan House was not abolished—despite the Empire's dictatorial tendancies—though it was overseen by Grandon Holleck, who became governor after Comark.[2] Near the beginning of the Emperor's reign, the former Jedi Jin-Lo Rayce temporarily settled on Chandrila after stowing away on a freighter before traveling to another Core World.[38]
Chandrila was placed in the same Imperial Oversector as the Galactic capital Coruscant[11] and was one of the signatories of the Corellian Treaty, which founded the Rebel Alliance.[39] As the Alliance evolved, Chandrila remained one of its major players. Tension between Chandrila and fellow Alliance planets Alderaan and Corellia ultimately led to the appointment of General Jan Dodonna as the Alliance's military commander, as he was someone who could manage the three planets' disagreements.[16]
In 2 BBY,[40] the same year as the signing of the Corellian Treaty,[16] Corellian Resistance–turned Rebel Alliance commander Bria Tharen asked her commanding officer, Pianat Torbul, if she could use Alliance troops to free the slave on the planet Ylesia. When Torbul said that he was not sure the Corellian Resistance had enough troops to carry out such an operation, Tharen mentioned that because Chandrila had become a sworn member of the Alliance, they were obligated to help the Corellians in such an operation. Ultimately, Chandrilan troops did join in the assault on the planet..[36]
Mothma's replacement

Mon Mothma, who helped to found the Rebel Alliance, was forced out of the Imperial Senate and replaced by Canna Omonda. When Senator Omonda criticized the Emperor for disbanding the Senate, Palpatine charged Omonda with treason and sent three Star Destroyers to Chandrila to seize her; her public execution was scheduled during Coruscant's Fete Week. Not long after Omonda was captured, Cynabar's InfoNet reported that Palpatine had said that because his reward for showing favor to Chandrila was that the planet sent two traitorous Senators in a row, the planet should be more closely supervised. As such, the network suggested divesting from any holdings listners held on Chandrila.[41]
At some point after Mothma was forced out of her seat, an exhibit opened in the Hanna Institute of Antiquities entitled "The Courage of Palpatine," which focused on Palpatine's bravery during the Clone Wars. The exhibit was the least visited in the institute's history. Meanwhile, Alliance agents on the planet hid weaponry in odorous crates of crustaceans from the Silver Sea, which were able to avoid customs inspections.[3]
Under new management

The Commission for the Preservation of the New Order, or COMPNOR, instituted a set of new tariffs on Bormea sector luxury agricultural products[43] The newly-imposed tariffs caused economic problems, but the planet was able to escape serious damage from the sanctions.[2] Though the Empire's anger inspired significant anger from the planet's populace, many Chandrilans felt that they were lucky compared to other Imperial victims.[7] Governor Holleck, meanwhile, said that although he would work towards the repeal of the tariffs, Chandrila's government should work to improve its relationship with the Empire.[43]
Eventually, Holleck resigned, citing health problems.[42] At the urging of Grand Admiral Rufaan Tigellinus and Moff Jamson Caglio,[44] he was replaced by the aloof Gerald Weizel, who ruled from the Imperial base on the outskirts of Hanna and answered to Moff Kohl Seerdon.[3] Weizel's replacement of Holleck was reported on by Amier Candle in the Coruscant Daily Newsfeed.[42] In 0 BBY,[45] the Gran businessman, Zhir Tolavor, visited the planet to finalize a deal on fine wine.[46] By that same year,[47] the freighter Happer's Way, captained by Norello, was operating out of Chandrila. It was hired by the Empire to carry a cargo of fifty All Terrain Scout Transports.[48]
Pacification of Salline

The Pacification of Salline was led by Maximilian Veers.
Between 2 BBY and 0 BBY,[49] the port of Salline was taken over by Alliance to Restore the Republic forces. The Rebels launched their operation in response to a declaration that Salline's governing council was traitorous because of its opposition to arrests carried out by the Imperial Security Bureau. General Maximilian Veers was placed in charge of the Imperial efforts to dislodge them. Although Veers would have liked to use All Terrain Armored Transports for the attack's primary vehicle, a recent debacle on Ord Torrenze gave him pause. In the end, he chose to deploy two of the walkers, along with four All Terrain Scout Transports.[11]
Early in the morning, Veer's troops advanced. The Rebels had fortified the city's government center, so the walkers marched down Guildhead's Way, which led directly to the building. The Rebel troops attacked the advancing Imperials multiple times, but they were only able to damage one of the AT-ATs. Veers blew open the compound and demanded that the Rebels surrender. Instead of doing so, they fled on watercraft and were destroyed by Imperial TIE fighters. Veers would eventually write a report on the battle, which was included in the document Imperial Handbook: A Commander's Guide with the subtitle "The Importance of Unit Support in Armored Assault." In the report, Veers called Chandrila a "jewel of the Core Worlds" but noted its history of subversive activity.[11]
Blackwing's Aftermath
In 1 BBY,[50] a virus spread aboard the Imperial prison barge Purge, killing most of the crew. After they escaped the Purge, two of the ship's survivors, medical officer Zahara Cody and former prisoner Trig Longo, traveled Chandrila, were the locals believed them to be siblings. There, they walked along the shores of Lake Sah'ot, and Longo noted that Chandrila's air was clean and cool, noting that he could imagine settling on the planet.[51]
On the lakeshore, Longo and Cody located a small community of fishermen and farmers, who directed the pair to a nearby ranch. There they found Kai Zook, the wife of Omar Zook, an Imperial Corrections Officer on the Purge, and delivered a letter that Omar had written to her. Kai read the letter and tearfully thanked Longo and Cody, then invited them into her home for tea.[51]
The Vratix had already colonized many celestial bodies in the Polith system when they were in first contact with the Galactic Republic around 4100 BBY.

Since the Vratix had discovered how to create bacta from alazhi and kavam, the planet became an important Republic world, drawing profit-hungry human colonists. The Vratix shared the secret of bacta production with their Human neighbors, who eventually gained control of the bacta industry and hired many of the natives as workers in their bacta plants.
Between 3959 BBY to 3956 BBY, during the Jedi Civil War, the planet had become part of Darth Revan's Sith Empire.[3] Throughout the Cold War, the planet enjoyed a reputation of owning miraculous botanical cures on which smart botanists have cashed in quite a lot for decades.[13]
During the Clone Wars, the Third Fleet of the Confederate Navy was based at Thyferra. In 20 BBY, the fleet joined the First Fleet for an attack on the Core Worlds planet Duro.[10]
Eventually, Thyferra was almost completely controlled by two Human-run corporations: Zaltin and Xucphra. These two corporations were chosen by Emperor Palpatine to supply the Empire's bacta, thus eliminating any real competition in the bacta market.

Prior to the Battle of Yavin, Darth Vader led an assault to root out a traitor. At the end, he Force-choked an Imperial commander.[14]
The Rebel Alliance's bacta supply on the planet was a target set by Moff Kohl Seerdon. Around 1 ABY, after setting a diversion on Sullust, he invaded the planet, sending AT-STs and TIE interceptors to prevent Alliance bacta from reaching the group. However, the plot was thwarted by Rogue Squadron, and Seerdon was killed[6] after engaging Luke Skywalker in a dogfight.
Thyferra was liberated by the New Republic in 5 ABY.[3] However, the New Republic didn't settle on the planet which stayed officially neutral in the war. Thyferra was in fact in trouble due to significant tensions between Humans and Vratix and between the Xucphra and Zaltin Corporation.[15]
In 7 ABY, Ysanne Isard backed a coup that saw a pro-Imperial faction taking over Thyferra. The faction later elected her head of state, allowing her to remain in lawful power, eliminate the Zaltin, control the bacta industry, and start a small but important conflict known as the Bacta War. During the Battle of Thyferra, Rogue Squadron and its allies, operating at the time independent from the New Republic—which for political reasons could not directly interfere—liberated Thyferra from the Empire and imperial loyalists using guerrilla tactics, pluck, and native allies.[11]
During the Yuuzhan Vong War, the Yuuzhan Vong attempted to poison the planet's bacta supplies. The scheme did not come to fruition.
Thyferra later joined the Killiks in the Swarm War, the New Jedi Order being unable to defend it from a coup orchestrated by the Killiks. Following the end of the war, Thyferra reverted to Alliance control.
