The Raziim
The regime is the organized dark underbelly of the city. They are a group of independently run crime organizations that have a tentative alliance with one another in the name of peace.
Several hundred years ago, there was a large war between those who began these factions, and nearly all of the major families in charge ended up dead. Extended families and those left alive took over control, and those new leaders made a pact to never go to war with each other. They would always attempt to talk things out.
Over the years, different things they've done to each other make things unsteady for periods of time, giving some of them more power over others.
In present time, the Shade controls drug development and production, while the Ishruza moves it out of the city with the protection of the Herd. The Herd buys drugs in bulk from the Shade, and relies on the Ishruza's trade connections and protection money for their jobs and profit. The Shade pays the Herd to collect monsters for the Colosseum fights, as well as protection for their guests when traveling through the Keldris. The Kelheim only profit off the lift system, taking their fee for travel or movement of goods.

They control trade of black market items from the Keldris up to the Sild. They have connections to all major shipping companies and merchants. They don't work in human trafficking. They work jobs with The Herd for protection. In return, they look away at the human trafficking they work in.
