The city has existed for centuries, sculpted by powerful fiends who saw its potential as a place for those willing to barter their fortunes and souls alike. Designed to embody the allure of wealth, Los Voron’s towering structures pierce the smoky skyline, built from dark marble, gold, and obsidian. Rumour holds that Los Voron was originally a humble settlement, grown over millennia into this metropolis of extravagance, innovation, and boundless opportunity—or ruin.

The Avarice Spire – The city’s richest neighbourhood, filled with high-rise towers, luxury accommodations, and casinos that draw high-status fiends and daring mortals. Even the roads here glisten with veins of gold, an intentional display of power.
The Shade Markets – A darker district of clandestine trade, the Shade Markets are famous for dealing in rare and illegal goods. It’s here that fiends with a penchant for the forbidden come to find rare relics, spells, and even black-market soul coins.
The Eternal Row – Home to sprawling shopping districts and lined with polished shops that sell everything from enchanted jewellery to vanity-driven artifacts, The Eternal Row is the main hub of Los Voron’s consumer-driven heartbeat. Fiends and mortals alike indulge in its many upscale boutiques and alchemical parlours.
The Underlevel – The lowest level of Los Voron is largely inaccessible to tourists but runs as an engine of production, manned by the city’s enslaved labour force and lesser fiends. This underground borough is a necessity for Los Voron’s self-sufficiency, yet few talk about it openly in polite society.
The city’s social atmosphere is one of keen ambition. Lesser fiends strive to rise through wealth and influence, while more powerful inhabitants seek to keep their status by any means necessary. Here, greed and vanity are not only tolerated but celebrated.

Political governance is centred around The House of Scales, a council led by high-ranking devils who embody the city’s values of commerce and control. Despite the display of luxury, Los Voron operates with strict regulations to maintain order, tax trade, and control the flow of soul coins. This council enforces laws designed to prevent widespread violence, believing that all disputes can be settled through commerce.Concealed Political views

The economy of Los Voron thrives on the bustling trade of goods, artifacts, and particularly soul coins, which serve as the main currency in the city. Each transaction is taxed, and high-ranking merchants are required to tithe to The House of Scales. The city’s reliance on Larva from Ostramuuk ensures a steady flow of resources, while the river Styx transports goods and wealth from other layers, creating a lucrative trade route through the main gate. The gambling industry is also a major economic force, with several grand casinos that generate incredible wealth and ensure a constant cycle of prosperity—and poverty—for the ambitious.
Religious Beliefs
While Los Voron does not have a strict religious order, many of its residents pay homage to the lord of greed and excess who presides over this layer. Shrines dedicated to various fiendish patrons of avarice are common in both private quarters and public spaces, especially in the Avarice Spire. Sacrifices and offerings are often made to these patrons, especially for those seeking success in their business endeavours. Despite the lack of formal worship, nearly all inhabitants engage in rituals to court favour with higher powers who thrive on greed, ambition, and vanity.
Military
Though known for its wealth, Los Voron is well-prepared for war. The city’s outer walls are reinforced with the hardest onyx and carved with runes of fortification that are strengthened annually. The River Styx’s controlled flow through the city serves as an additional defensive measure, as it can be expanded in times of invasion. The Blighted Thralls and elite Revenant soldiers patrol the city, reporting directly to the council. While most conflicts are avoided through trade agreements, the soldiers are highly trained and capable of both defending the city and enforcing internal order.
