Dunagan
Dunaga is the capital city of Ellora, and sits where the River Thales meets Blackwater Sound. The sound provides many natural harbors which made Dunagan a hub for shipbuilding and travel by sea.
Known as Guild City, Dunagan makes no distinction between private enterprise and public needs. The guilds run the city (and the nation) through the Consortium of Guilds. As far as governments go, it is...lively. The city is a haphazard arrangement of buildings and roads constructed without central planning. They tell stories of urchins who wandered into an alley and finally emerged years later, fully grown.
Dunagan is considered the mercantile capital of Arvor. You can find a merchant selling nearly anything you need, or a rumormonger with the tips you need to find it yourself. Culture varies from neighborhood to neighborhood, but there are a few commonalities. People often wear clothing or insignia identifying their guild or trade for social credibility.
Demographics
Dunagan is one of the most diverse cities in Arvor. The city does not conduct a regular census, but demographers estimate Humans, Gnomes, and Goblinoids combined make up just over half the population.
Government
As capital of Ellora, Dunagan adheres strictly to Elloran principles of guild governance. It is the location of the High Guildhall, meeting place for the Consortium of Guilds.
The Strategist's Army (under the iron guantlet of Lady Skullcrusher) has sworn to defend the city against outside aggression (in exchange for regular tithings from the city's guilds), but provides internal policing only to its customers.
Defences
The city has walls, maintained by the guilds of The Hammer in exchange for regular tithing from the Consortium of Guilds.
Districts
Dead End
The cemetery and Kelemvorean temple is here. The north and eastern edges of the cemetery are packed with dense lower-class housing.
East Market
Eastern commercial district. Has The Gatehouse, a secured entryway built as a message to the once imperious Red Realm. The Gatehouse is also home to many enterprising sellers of insurance and protection services to guildless travelers.
Egg & Yoke
Many of the city’s animal products come from this neighborhood.
The Flats
Prone to flooding, this is where many low-level dockworkers and other laborers live.
The Garrison
Named for the imposing fortress headquarters of The Strategist's Army (and home of House Skullcrusher). A heavily patrolled and safe neighborhood as long as you’re not on the Skullcrusher shit list.
Goldscale
Island fortress of Goldscale bank, the most successful bank in Ellora. On the other side of their moat are many other moneylenders and banks.
Guild Square
Commercial district, location of the High Guildhall where The Consortium meets. Several guilds and caucuses have headquarters here, including The Cardinals's Common Temple. The primary passenger port of Dunagan enters here, and it is often full of visitors and tourists.
Holmwild
Island shrine to Silvanus. Members of The Stewards protect it from development, and many of their ranks live in shelters here. A temple to Eldath sits on an adjacent island.
Kingshovel
A rising leader lives in a newly constructed fortress home outside the city walls. This rapid rise and less established home
earned the neighborhood its name.
Manorside
Rich people live here in manor houses or wealthy housing cooperatives. Blocks are heavily patrolled by private security, and urchins and vagrants are kept away.
Miller's Mix
Named for its many water mills, this is a slum famous for its Night Market (so called even during the day) where anything goes. Very little oversight or policing here.
Monastery Hill
Monastery on the hill, at base of hill is the largest (and most affordable) of Dunagan’s universities, run by acolytes of Oghma.
Outmarket
Marketplace outside the city walls, many outside traders who are wary of the bustle of the city stop here.
Paddock Place
The Dunagan racetrack is the center of gravity for this neighborhood. It’s main streets are well-paved and feature middle-class housing and shopping. A block from those streets things quickly transition to a slum.
Palisades
Lower-middle class neighborhood with many of the city’s tailors and weavers.
Sailor's Rest
A flotilla of ships semi-permanently lashed together. Base of operations for the The Old Salts.
Salt Bay
Docks, warehouses, and shipyards. Tightly controlled by guilds of the Old Salts. The temple to Anemoi is located here just off the docks.

Sowscatter
Primarily farm worker housing.
Stonewall
Neighborhood that runs up against the city walls. It's not actually named for the city walls, it's named for the stone walls of the prison located here. Many of the masons and smithies are located here.
Twinkletown
Theater and entertainment district. Also home to impractical inner city vineyard and meadery of Taffy Bosco. At night, magical twinkling lights illuminate the streets and they fill with food vendors. The fortress temple of Tyr is here.
West Market
The western commercial district. Most of the high-end arcane shops are on this side of town, and many middle-class artisans and shopkeepers live on the upper floors.
Guilds and Factions
The Caucuses of the Consortium are the dominant factions in the city.
Architecture
Dunagan is a jumble of wood and stone. Some blocks are held together with the finest Masonry, while others are held together only by centuries of grime. A naive traveler might ask "what are the building codes?" Hah.
