The final word of the land and the most significant personage in the Empire
Imperial Council
The small group of individuals chosen by the Emperor to serve him in administrating and maintaining the Empire, taking petitions to the Emperor that are deemed significant enough for his attention, and any laws that have made it through to this point that has been determined worthy of the Emperor's attention.
The settler of disputes within the Council and the one who presents the Emperor with petitions to determine which the Emperor of Umenor will see to and which they will have to handle themselves.
High Inquisitor of The Justicars and therefore the chief legal adjudicator of the laws.
Selected as the greatest magic user in the Empire and duty-bound to ensure that magic is used within the limits of the law and only for the benefit of the Empire.
Strategist and organizer of all forces, advising the Emperor of Umenor on matters pertaining to the winning of wars and maintenance of troops.
Rumormonger and gatherer of secrets, chosen to ensure the Emperor of Umenor is apprised of situations that may or may not be public knowledge
Maintain the taxes, regulate the banks, and ensure that the Imperial Vault is secure and grows over time.

Assembly of Lords
The second layer of government in the Empire, and the first of landed aristocracy. Established at the end of the Civil War of 3493, the Assembly is a gathering of significant landed lords of the Empire, headed by a Prominence that ensures good order and civility among its members. Issues that are brought up from The Common Estate are debated and prepared by parties among the lords and their points and opinions are attached and sent to the Imperial Council and eventually the Emperor.
The Common Estate
The first layer of government in the Empire following the Civil War of 3493, established as a collection of representatives selected from among the populace in the provinces. While officially there is no requirement to have land or be among a certain wealth bracket, wealth has become a determining factor in how representatives get elected to the Estate. Seeing as it is the body that prepares legislation for the Emperor, positions on the body are influential.
History
After the Civil War of 3493, the Empire was reborn as a Constitutional Monarchy, and the government was restructured. The Great Houses were disbanded, much of their wealth and land redistributed among more minor nobility. The great legions were also disbanded, the hobgoblins offered land and vocation, to ensure that individuals would not have access to private, professional armies, again.
Demography and Population
102 million beings have been noted as being citizens or residents of the Empire since the last Imperial Census.
The largest city, Unatheas, has a population of 151 thousand people, and the second largest (Emvalor) 90 thousand, 45 thousand in the third (Fallean), 22 and a half thousand in the fourth (Nythensera), 15 thousand seven hundred and fifty in the fifth (Carangoroth), and 6 thousand three hundred in the sixth. The remaining urban population live in 60 towns throughout. The rural population lives in numerous small villages, isolated dwellings, etc.

Territories
The Empire of Umenor covers approximately 1.7 million square miles. Of this, 42% (723 thousand sq. miles) is arable land, and 57% (976 thousand sq. miles) is wilderness.
Umenor has 2040 active castles and 1395 ruined. Of these, 1531 castles and 837 ruined are in civilized lands, and 509 castles and 558 ruined are in the wilderness, along borders, etc. Within the civilized portions of the Empire, these castles are more like fortified estates than true castles, owned by the elven aristocracy. As for the wilderness, the majority of those are true castles and citadels, controlled by the Wyvern Knights or the hobgoblin legions.
Military
The main forces that Umenor controls are the hobgoblin legions, which they keep as pawns for jockeying for control and power. Due to the low birth rate of elves, the need for other sources of manpower was necessary, and hobgoblins are culturally well adapted to campaign and war.
Of the twelve hobgoblin legions each can field an army of approximately 6,454 soldiers at any given time for a total fighting force of 77,448 ready to engage the enemy.
Outside of the Legions, Umenor often press the orc, minotaur, and centaur tribes into service when the need arises, and these peoples can be found intermixed with the Legions. Beyond even that however are the House Guard, specially trained guardsmen of the Great Houses and the Imperial Palace, the Wyvern Knights, who ride their great mounts and patrol the Empires wilderness and borders from above, and finally the Justicars, who are the arm of the law.
Religion
The Empire puts their faith in The Spirits, divine entities who work in unison to bring balance, usually depicted as a great wheel. They believe that their ancestors become one with these Spirits based on their souls affinity for what Spirit.
Foreign Relations
Relations with the Kingdom of Scorland are always tense, as history would indicate that the two states will end up fighting each other again as they have many times in the past.
As for relations with the Kingdom of Jhordheim, the Empire has done what it can to ensure that the giants remain a distant entity, and while raids from Jhordheim are not unheard of, most of the damage is repairable and replaceable. Angering the Kingdom of giants is inadvisable in any case, so the Empire has kept a neutral stance towards them.
Education
In the Empire, education is common, schools teach a number of subjects and literacy is high. However, all education is revolved around the Empire and its interests, little to nothing is taught or material made regarding life outside the Empire, and it is often depicted as harsh, deadly, and worthy only of the light of the Empire. Not everyone in the Empire has access to this education, but most do.
