Galifray Alliance
Structure
The Galifray Alliance is a mercantile alliance between three port cities along the northen shore of Lake Galifar and includes the small town of Niern and the village of Havenglen due to their proximity.
Each city is ruled by their own mayor elected by democratic vote and all three cities, plus its surrounding settlements, vote together to elect a Governor of the region for a 7 year term. Together they all form the Galifray Council.
The prices of goods, trade, and travel restrctions are agreed upon by the Council, however; enforcement of these rules is left to each city.
Culture
The people of the Galifray Alliance are similar to the members of the Confederacy to the north: committed to maintaining their independence and control over their own destinies and helping those in need with the wealth they acquire through trade. Where they converge, is in the attitude towards Aundair.
Though they do not wish to return to Aundairian rule, they are not as hostile to Aundair as the Confederacy. Instead, they are focusing their efforts on establishing vital trade routes and a beneficial mutual relationship to dissuade military action by Aundair seeking to reclaim lost lands.
Each able-bodied person is expected to train and act as a reserve militia for any conflict or trouble that may befall the coastal cities and are still willing to provide aid to those in the north.
Public Agenda
The Alliance wish to establish the Reaches as an equal member among the existing human nations of former Galifar and believe free trade with Breland and Aundair is a more effective means to achieve this goal than isolationist or aggressive action. They also recognize the sovereignty of Droamm, working with House Tharashk to form tradelines to the south.
Assets
The Alliance has access to the vast fresh waters of Lake Galifar, allowing for fast transport to Aundair and Breland, and fish to feed its citizens. House Vadalis calls Varna its home and brings its expertise in Magebreeding, agriculture, and animal husbandry.
History
Formed shortly after the declaration of independence by the Reaches, the Alliance formed as an agreement to prevent any one of the major coastal cities from becoming successful to the detriment of the others. The alliance also provided a stronger economic base to negotiate with the larger nations.
As the Last War raged on, the Alliance remained mostly neutral, and even helped negotiate many temporary ceasefires between Aundair and Breland. They also provided a neutral port for goods to be traded.
After the signing of the Treaty and the recongized independence of the Reaches, the Alliance shifted its focus to establishing itself and the region as a legimitate nation and preventing Aundair from consuming them. The Confederacy also formed as a schism between the trade-focused coastal cities and the more independent agrarian settlements, which strained the relationship of many in the Reach who were left picking a side on the debate over Aundair.

The Alliance has their own city guard and reserve militias while sharing a naval militia that patrols the Lake.

Farmlands stretch its territority enhanced by the magical abilities of House Vadalis. Magebred and exotic beasts are also provided by House Vadalis.

Ships transport goods on the Galifar Lake and merchants travel by land to settlements in the Reach.
