Momma
Known as "the Heart of Toons", Momma is the place to go for entertainment of any kind, whether that's music, theatre, books, and more. It is home to entertainment venues of all kinds, from the cheap to the ultra expensive. It is home to the "world famous" (self-described) Lazar Opera House (officially now the Dizzy Opera House, but most people still call it by its original name), the Empyreal Theatre, the Royal Museum, the Love Art Gallery, the Dizzy Cinema (advertised as the only operational movie theatre in the world), and so much more.
The vast majority of the major and most well-known attractions (including all the ones mentioned above) are owned and operated by the Dizzy Corporation. Despite basically owning the suburb, the Dizzy Corporation does not operate any temples in Momma. The closest they have is a place called Dizzyworld, which is a fair where children can learn about the Dizzy the Mouse, god of commerce and entertainment, and his divine servants. Dizzyworld and all Dizzy venues in Momma are run directly by the head temple in Om.
While Dizzy may run all the larger venues, there are many smaller venues in Momma run by other corporations and independent entrepreneurs. There are also numerous restaurants, bars, and clubs to cover visitors' needs for food and drink, as well as numerous hotels, inns, and motels to provide those same visitors with accommodations.
Demographics
While Momma caters to the entertainment of visitors (which can number as much as 10 to 20 thousand, mostly from other suburbs of the City of Cartoons), there are 55 thousand people actually living there. Most of these people work in the entertainment industry or in adjacent industries (such as food), and most of them live in abject poverty. While the entertainment venues are located in the lower storeys of the buildings and skyscrapers of Momma, the suburb's residents live in the rundown upper floors, in cockroach- and bedbug-ridden apartments that have only semi-reliable electricity and "running" water that is little more than dirty sludge.
Most residents of Momma are mutants (about 75% of the population), with most of the remaining being stock humans (24%). There is a sizable population of synthetics as well (1%). Virtually none of the population is pure-strain human. They may own many of the venues, but they live in Om and only occasionally visit Momma.
Government
Many who live in Momma believe that Momma is somehow the "capital" of the City of Cartoons. However, this is not even remotely the case. Momma is almost completely subservient to Om. The suburb does have a council that oversees things like "suburb beautification" (which supposedly covers things like trash collection and residential building repairs, but actually doesn't really do any thing) and "business oversight" (which is supposed to ensure that all businesses operate freely and fairly, with no single business being favoured or allowed a monopoly, again something that doesn't actually happen). However, all members of this council are priests of the Dizzy Corporation and report directly back to the head temple in Om.
Infrastructure
Momma has electricity, which the Dizzy Corporation sees is distributed to all businesses in the entertainment and hospitality industries. They even do this for places they do not own, as they know that Momma's continued success (and thus their continued profits) is reliant on it. However, distribution to residential homes is much more sporadic. Residents are charged a tax for access, but even when they pay, they don't gain reliable access. If any of the entertainment or hospitality venues are causing a strain on the electrical grid, the Dizzy Corporation will cut power from residential areas to ensure those venues continue to have power.
