Nort
At first glance, Nort looks like an abandoned, ruined metropolis. The buildings are crumbling. It's not unusual for a building to spontaneously collapse, worn down by the years and elements on its fractured frame. But on closer look, Nort is not uninhabited. People live there--and not just scavengers and small groups. The suburb has a population of nearly twenty thousand.
The people technically live in poverty, most without any money at all. However, they are not like the poor of other suburbs like Nadir. The people here fend for themselves. They don't have any money, but they also don't need any money. They survive off the land itself, in much the same way travellers in the wilderness do. They find what they need amidst the crumbling skyscrapers, searching for and unearthing items from the distant past. They grow small gardens to feed themselves and their immediate family.
They know all the nooks and crannies, and know exactly where to hide when something comes out of the Happy Hunting Grounds or the Killing Grounds (see the main City of Cartoons article for details on these places)--or when people of ill intent come.
Demographics
Virtually everyone in Nort is a mutant. Radiation and mutagens from the Red and Blue rivers ensure that that only people without mutations are the ones who have only just arrived. Synthetics rarely spend much time in Nort. Damage can too easily come in the form of collapsing buildings or creatures from the Happy Hunting Grounds, and there is no easy way to effect repairs here. As such, synthetics who come to Nort for whatever reason quickly move on somewhere else.
Government
Nort has no government at all, not even a fake one like some other suburbs have. Small groups (of family or friends) might have their own hierarchies, but on the whole, everyone here fends for themselves.
Assets
While Nort doesn't produce anything at all, its Old World counterpart certainly did. And some of those things can still be found. Over the years, the most obvious things have already been found and looted. However, there are still many Old World artefacts stashed inside the crumbling buildings, or in old cellars and subway stations. When residents find them, they either find a use for them or trade them for something they can use. And while it is less common than it once was, outsiders will sometimes come to Nort specifically to search for treasure. Some get lucky. Some die. Most leave without finding much of any value.
