Nadir

One of the poorest suburbs of the City of Cartoons, Nadir is said to be the place "Toons go to die". Residents live in abject poverty, most without permanent homes. In this respect, it's not much different from other suburbs. However, it goes beyond what is present in the other suburbs. Even the businesses here are run-down and broke.   There are only a couple small exceptions to this. Most notably, Nadir does have a couple businesses producing boats for use on the Red, White, and Blue Rivers. Given that these boats are constructed near the Blue River, their hulls are often radioactive, so buyers need to be extremely careful in their use, but these companies also produce radiation suits for crewmembers to wear. These companies are by no means rich, but they do make a small profit, which is more than can be said for virtually any other business in the suburb.   The only people making decent money in Nadir are the drug lords. They supply narcotic drugs (including narcotic mutagens) to all the suburbs of the City of Cartoons, but make Nadir their base of operations. Most Doomed are addicted to at least one drug and will spend most of what little money they have on this addiction.

Demographics

Almost everyone in Nadir is a mutant. Radiation from the Blue River and addictions to mutagenic drugs ensures that everyone has multiple mutations, often dozens.

Government

Nadir has no official government. However, it is essentially ruled the by drug lords. These rich individuals have carefully marked their respective zones and drugs that they supply. The peace between them is surprisingly stable, but fragile.  

The Airport

Dominating the northwestern portion of Nadir is the remains of a major Old World airport. It once had flights that went all over the world. It now lies almost entirely in ruins and it's said that something stalks the ruins--something big and deadly. No reliable reports of someone seeing it up close and surviving exist. However, the screams of many of its victims have been heard in the night.   Despite the presence of this creature, one small section of the airport and one runway remain in operation. A few years ago, Mansen Corporation moved in with military troops. They cordoned off the small area and began repairs. In 96 AF (on the Coop calendar), small planes and helicopters began using the now operational airport. This area is for exclusive use of Mansen Corporation and its guests, and it is heavily guarded. For reasons unknown, the creature that stalks the airport leaves Mansen Corp.'s operation alone.  

The Bridges

Most of the bridges across the Red, White, and Blue Rivers are unusable, either partially or completely collapsed. Only a few bridges remain intact and three of them are in Nadir. Two of them join Nadir to Nort and the third joins with Jerry. This ought to give Nadir a boost. After all, controlling access to other suburbs could give Nadir a lot of sway and possibly bring in money.   However, Nadir doesn't control these bridges. Neither do Nort or Jerry. All three bridges are manned by military personnel in radiation hazmat suits and armed with heavy weaponry, apparently even including blasters. These soldiers come from Om and maintain total control over the bridges.
