Gellan and Eda are co-councilmembers, and the leaders of the Traditionalists faction. While they work closely together as political allies, and have for two of Eda's three terms, Gellan sees Eda merely as a means to an end, and Eda sees through Gellan's lavish parties, seeing him as someone who doesn't truly care for the community.

Both are powerful people within Saltmarsh, and their current political goal - keep the Crown out of the Colonies' business - aligns, albeit for very different reasons.
History
Thrust into being coworkers by the Emperor, Councilwoman Copperlocks thinks of Councilwoman Oweland as a dullard, and Eda sees Manistrad as an unwelcome outsider.
History
While they often disagree with eachother, Senior Councilwoman Oweland and Captain Fireborn don't outright oppose one another. Fireborn does wish Oweland would care more about the larger interests of the Empire, but as the Captain of the Guard he understands his desire to protect the town. Meanwhile, Eda does want Eliander to prioritize Saltmarsh more, but still respects his communal role as Captain of the Guard and as the town's translator.
History
Anders and Eda are co-councilmemebers, and given their shared sense of community in Saltmarsh, frequently in agreement. They are not without differences, however. Councilwoman Oweland is painfully aware of Ander's youth, and Councilman Solmor sees Eda and her Traditionalists as too afraid of change, holding the community back.
A pillar of her community, Senior Councilwoman Eda Oweland truly believes in the strength of Saltmarsh's people. She believes the colonies know what is best for them, and is distrustful of outsiders - including Imperial authorities.
