Councilman Gellan Primewater
Gellan Primewater is the richest man in all of
Saltmarsh. He is always on top of the latest fashions and throws at least one party a week for the town. His family is built on a trade empire, exporting textiles and lumber produced throughout the colonies. While on the council due to his popularity with the citizenry, he appears to be largely disinterested in council activities - largely going along with
Eda Oweland.
Physical Description
Mr. Primewater dresses impeccably, always with a new suit of fine silks imported from some far off land. He is particularly fond of fancy hats adorned with the plumage of rare birds.
Mental characteristics
Gellan was raised in moderate luxury, and took over his father's trading business when he was 23. For the next forty years, Gellan worked to build the industry up, accumulating more and more wealth by buying more and more ships. When the Sea Princes descended upon the coast, Gellan was able to use his funds to buy protection - and bribe pirates - allowing his business to continue, essentially monopolizing trade in Saltmarsh during that period. Furthermore, that wealth has allowed him to live fashionably and be a patron of the arts within the town, entertaining the many folk of Saltmarsh with parties and banquates galore.
Gellan Primewater, ultimately, just wants to live his comfortable, dandy life. He will throw as much money as needed at a problem to make it go away, and will do almost anything for a profit. That said, he shares much of this luxury with the people, rather than being miserly.
Personality Characteristics
Gellan's greatest motivator is a desire for luxury. He likes living fancily, throwing parties, and feasting in silly hats. To do that, he must acumulate and maintain capital.
Gellan is very generous with his wealth - after all, you can't have a party without guests! And he isn't particularly picky about those guests either.
Gellan's greed allows him to excuse some unscrupulous actions, and his use of money sometimes causes him to fail to address issues, instead opting to bribe them away.
Mr. Primewater keeps himself very clean and well groomed, especially his excellent beard.

History
Gellan and Eda are co-councilmembers, and the leaders of the Traditionalists faction. While they work closely together as political allies, and have for two of Eda's three terms, Gellan sees Eda merely as a means to an end, and Eda sees through Gellan's lavish parties, seeing him as someone who doesn't truly care for the community.
Relationship Reasoning
Both are powerful people within Saltmarsh, and their current political goal - keep the Crown out of the Colonies' business - aligns, albeit for very different reasons.

History
Councilman Primewater and Captain Fireborn are, in the Captain's eyes, mere co-councilmembers with differing visions of Saltmarsh's future, nothing more. Eliander admits that Primewater throws some nice parties, but wishes he cared about something other than his luxury. Gellan, meanwhile, is suspicious of Captain Fireborn, as he is an instrument of the Emperor Mr. Primewater so wishes would leave his colonial haven alone.

Councilman Solmor thinks Gellan Primewater is a little too disinterested in the Council, but otherwise greatly respects how he gives his wealth back to the community, and in some ways thinks of him as a model for how to be a successful businessman. Councilman Primewater, meanwhile, sees Solmor as an young upstart who threatens his business - both the public and private elements of it.
The Primewater estate is the wealthies in town via a variety of import and export businesses, and in town it's an open secret Gellan has fingers in the smuggling pie (not that there's any proof). Gellan's wealth is in things; art, trade goods, clothes, food, etc. He doesn't keep it all locked up in a vault as gold bars, what's the point of all that money if it isn't being spent?
