Manistrad Copperlocks and Anders Solmor, in some ways, have the same goal: expanding the town of Saltmarsh and helping it prosper. The problem is that Copperlocks is much more interested in Imperial and Mining interests in the region, while Solmor wishes to expand through the more typical fishing industry and prioritizes the people.
Appointed to the town council by the Emperor himself, Ms. Copperlocks is an iron-willed woman dedicated to her clan and nation. She is the director of the mine outside Saltmarsh, and sees the sleepy backwater as potentially perfect for Imperial expansion.
