The Malenti Oceanus hails from the Cobalt Sea and infiltrated the Tribe of Manaan. He was trusted by his chief to investigate the suspicious travels of the Sea Ghost. After being captured by the smugglers and freed by The Party, Oceanus accompanied the latter organization in scouting out the massing lizardfolk forces at the mouth of the Dunwater River in the Hool Marshes, and subsequent investigations, until he revealed himself as a Sahuagin spy in the Sahuagin Fortress.
Physical Description
Body Features
As a Sea Elf, Oceanus has predominately blue features; his skin, eyes, and hair are all different shades of blue with tinges of green - even his lips are blue. His digits are webbed, and he possesses both odontocete-like phonic lips and bursa, as well as human-esq vocal chords. These specialized organs - respectively in the nasal cavity, sinuses, and throat - are what allow Oceanus, and his fellow sea elves, to speak above and below water.
Facial Features
Oceanus's eyes are a piercing azure blue, while his ears are long pointed. His hair, meanwhile, is cut in a short and messy bob and is a dark blue-green in hue.

Personal history
Born into the the Tribe of Manaan in 145 PIA, Oceanus was eventually sent by the tribe's chief to scout out the mysterious goings-on of the Sea Ghost around the Haunted House in 214 IA. While he followed the ship back to Seaton and snuck aboard, he ultimately was discovered and captured by the smugglers. A few days later, The Party found and rescued Oceanus, and he helped them take down the smuggling ring by providing information.

Oceanus wants to discover the truth of the sea ghost, and why the lizardfolk are stockpiling weapons. He is motivated by duty to his tribe, fear of a potential lizardfolk threat, and genuine curiosity.

Speech
On land or above the water, Oceanus's speach takes the form of somewhat broken elvish in an old and out of use dialect. Underwater, he speaks Deltari with a somewhat high pitched "voice" in his clicks and pulses.
