Scylia
Structure
A collection of tribes each with a leader and a set of advisors. These tribal leaders serve as the main leader who is selected in a democratic process. The masses from each tribe nominate candidates. Those candidates are then vetted by the tribe leader and one is chosen. All the tribes present their chosen candidate and the main leader or his advisors choose between them.
Laws are decreed by the main leader. Tribal leaders may create laws for their specific group but must not contradict laws made by the main leader. Law enforcement is extremely important and therefore guards are seen everywhere. However, besides the initial nomination, the masses have little contact with the government.
The police force has major power. Run by local governments, police groups are in-charge of arresting and dealing out judgment to lawbreakers. There is a specific group inside the guards that work as both judges and police, this group deals out punishments. Punishments are predetermined by local and national leaders.
Military
Many people serve as guards throughout Scylia. Most who serve are very concerned with justice and want to protect their communities. These guards are considered part of Scylia's standing army and can be sent to battle. In times of war, civilians are encouraged to enlist.
Magic users in Skulari society are sent to Cidra to be trained as Battlemages. This organization has a mainly militaristic purpose but also researches the practical applications of magic. This group stays fairly small due to the rarity of magic in humans. Battlemages are held in high regard by the rest of society.
Religion
The leader of Scylia is expected to hold the teachings of the Chaimor in the highest regard and base their life off of that code. The life they lead and the laws they create should reflect those values. Religious Skulari believe that if their leader follows the Chaimor they will make decisions in the best interest of Scylia.
While the head of Scylia is expected to follow the Chaimor, religious bodies act separate from the government. Many churches are plants from churches in Al Rashia and follow those traditions. Newer churches operate as individual organizations and embody more modern applications of the Chaimor's teachings.
Because local communities are responsible for infrastructure and services, Scylia's political figures may work with local churches to gauge the needs of the community. Churches are often centers for healing and education and operate solely on donations.
Agriculture & Industry
An agricultural superpower, known for its vast amount of successful farms. A large middle class of merchants, farmers, and craftspersons. The upper class, which consists of magnates and governmental figures, is smaller than the lower class who are laborers. Scylia is responsible for supplying other counties such as Al Rashia and Duvaci with the food needed to support their numbers. Skulari farmers are also famous for their livestock, including cows, pigs, sheep, goats, and horses. Some farmers specialize purely in breeding war horses and sell their stock across the continent.
Education
Skulari children are not exempt from the culture's views toward work. There are a few instances of formal education, instead, at the age of 7 children enter into apprenticeships.
Infrastructure
The government exists to create and uphold laws. Local communities are in charge of most social services such as health care, infrastructure, and education.
