Saahr

The Saahr is the traditional title give to the leader of the Mal'Haran province, and is thought to date back to the Dawn. In the past, the Saahr would have been able to act with absolute authority, acting as the sole leader of the area. However, even with its provincial status, the title is no longer able to command the same level of power it once did, as The Empire requires a certain level of fairness and checks on power. That being said however, the Saahr is considered by many to be the most powerful man alive, as whoever sits in the position would control almost all the essence on Nalan, and has full control of the Honoured Guard. The most notable feature of the Saahr title is that nobody ever knows who holds the title, save for his or her personal guard. The idea behind this is that it ensures both the Saahrs safety, and ensures that every local leader remains loyal, since not knowing who the leader of your province is means they could be watching you at any time.
