Hart Cove
Hart Cove is a town along the Liberty Coast that serves as the ducal seat of the Eastern Duchy of the Dreibach Empire. Once a thriving town that included the Black Keep within its domain, it was largely destroyed by the Lich King of the Black Keep in Y1085. However, in a legendary feat of Planeshifting, the archmage Arie Lutvigen was able to transport the casle and the small island on which it sits to the Ethereal Plane, thus saving it from complete destruction. It has been rebuilt in the decades since, though its population remains at just a fraction of what it once was. It occasionally phases back into the Material Plane on particularly foggy days, allowing it to retain some contact with the outside world.

Government
Hart Cove still exists largely as a fiefdom under the rule of Duchess Arabella Hosschultz. Since the town's plane shifting and reconstruction, she has conducted all dealings with the central government of Dreibach via Paperdrake Mail and Sending Stone. The fiefdom operates on a largely communal basis, with little need for commerce or defense due to its extraplanar isolation.
Infrastructure
Most of Hart Cove exists within the rebuilt castle that surrounds the ducal palace. This contains its mage tower, public house, a small chapel to The Fates, and a number of apartments for citizens. Crops are grown in a number of demiplanes expanded off the coast of the island. Maintaining these demiplanes with enough water and sunlight to grow adequate food is a difficult task, and the village's conjurers are as important and nearly as common as its farmers.
