The Tryst

The Tryst is a massive, unfeeling stone structure erected on the eastern side of the plateau hosting the Cities of Mercy and Wrath that serves as a sort of rehabilitation center, security console, debt repayment service, and reminder to the people of both Cities how fortunate they are (and how much worse it could be).   The structure was deliberately built high enough to be visible from anywhere in either of the two Cities, and buildings are generally constructed in a way so that at least one unobstructed window faces The Tryst.   Ran by a military League with little transparency in who is on it, let alone how they are chosen, the Tryst employs soldiers, day laborers dispatched to maintain the structure or areas within the city, justiciars and judges, prison cells and guards, mages and scholars dedicated to "rehabilitating" those imprisoned, and militias ready to assist other areas of Ostelliach at brief notice.   Despite the ominous tone of the "rehabilitation" program at first glance, most who leave The Tryst through it claim it was genuinely helpful and allowed them time to rediscover purpose, learn a trade, or understood what truly mattered to them. They are allowed regular visitors, and an external audit committee regularly reviews the programs to ensure they are ethical, humane, and fair.   The debt repayment program receives more mixed reviews, with the debt dispute process, the cost of living at The Tryst (deducted from wages), and the instability of work available being among the main complaints. However, mail and visitors are fairly free-flowing and people are not required to board at the Tryst to fill their debts there, though they do have to report their residency in case they don't report in and many people opt to stay there for sake of ease (and a guaranteed bed at a relatively low cost compared to a commmute from an inn in the Cities). Additionally, sick days and other time off is allowed, though unpaid; in the eyes of the Tryst, you can take as long as you want to fill your debt, but you'd better fill it.
