Free States of Minox
The Minoans believe that their race is superior to other races and that strength and power by physical means are the highest achievement, while the use of magic is the opposite of strength and power and therefore despised.
During the rebellion against the empire, Minox fell to the tribal natives, who have since recruited non-humans from all over Valenor to join them in an attempt to overthrow the empire.
In the Griffin Peak Mountain area there was the last resistance to the Phan invasion, and the most powerful wizards and sorcerers gathered there to exploit the extensive network of caverns and underground labyrinths, realizing their imminent defeat, they cast powerful spells of illusion and transmutation of the terrain, so much magic was cast that even today most of the travelers who naively attempt to cross the mountains without guides find themselves at the starting point, unsure on which path brought them back.
Minox has the pretensions of a republic. The government is technically in the hands of the senate, which is populated by voting members selected from the various cities, with votes proportional to the size of the controlled territory and the number of inhabitants. Citizens of the three recognized races are given one vote each: Minoan Minotaur, Ugruk Orcs and Kerak Goblins. Not that other races are forbidden to live in Minox, but the "weak" races are not granted the right to vote.
Executive power is however in the hands of the Legatus, he officially receives ultimate authority from the Senate, usually under the pretext of protecting Minox from a return of the empire or an unlikely invasion by barbarian mountain tribes. As for the citizens, this Legatus power is only held in wartime, but for one reason or another Minox is always at war.
The official religion of Minox is the pantheon of Valenor, although the gods have names other than those commonly used (they are all represented as members of the three races). Occasionally the Legatus and members of the Senate show public signs of devotion, but the religious authorities have no say in public affairs, and the title of "priest" is considered offensive and equivalent to "weak".
