Archcreek Special Administrative Zone
The Archcreek SAZ is a frontier section of the Keplar Empire that is under the control of Keplar rule, but isn't considered a part of Keplar proper. Being from this territory does not guarantee you Keplar Citizenship if your parents are not from Keplar proper.
This is a mostly mountanous region with two notable pathways that travelers commonly take through the mountains. These are appropriately named the Northwinds Pass and the Southwinds Pass. The first railway through the Northwinds Pass was built in 2060 and expanded in 2099 to connect the capital.
The oldest part of this territory is Vinyard Damn, which has been a part of Keplar since the year 12ce. This area is important to the empire as it holds the largest damn and aquaduct in all of Keplar. This are is known for wine production.

Government
This district is subordinate to the Keplar government but is not incorporated into the main Keplar territory. As a result the people get no representation in the Keplar government. Legal disputes in these territories are generally handled by Tribunes who have the authority to be the both interpret the law as judges and enforce the law peacefully or with violence when needed.
The Special Administrative Zones of Keplar are known to have rampant corporate corruption with business taking advantage of the low government envolvment or regulation to take advantage of workers.
Infrastructure
The main rainroad connecting the Keplar Empire with the important trade city of Tri City- runs through this territory.
The aquaduct and damn supplying a large amount of Keplar Valley's water is located in this territory.
