Plot idea: A lost member of the old royal family has made their way up to become a representative of this city. They covertly gave crucial plans (sewer system, defense numbers, shift changes, etc) to the enemy, who destroyed the city. Since then, they have been quickly elevated to the Prime Mesa. They are continuing to stoke dissent among the elite and dissatisfaction among the people. They have also slowly begun a radical faction that proposes monarchy is the best option for crisis, and when this idea gets enough speed, they will reveal as the 'rightful heir' to this proposed throne.
