The Stewardship of Plenty

Various councils have need of skilled adventurers occasionally, making them excellent sources for adventure hooks and the beginning of quests. Unlike other Greenborn, councils are not opposed to compensating those from other islands with Slivers. Councils also reward helpful adventures with parcels of land, passage on merchant ships, and even the rare Stone of Power for a job well done.
The Stewardship of Plenty is the governing body of the cities of Plenty, made up of merchants, professional politicians, and notable members of the community.   The Stewardship oversees both the day to day function of Plenty's three cities, Firston, Goodplace, and Bran City, as well as the trade that flows through them. Supported by a large network of volunteer clerks, assistants, and contractors, the Stewards hand down assignments to the various volunteer groups of citizens who work to maintain the cities infrastructure, make plans for new public works, and lay down roads. If Plenty were a body, the Stewards would be its central nervous system, helping the body to function effectively, process information, and move collectively.   While the citizens of the island of Plenty don't use money, the Stewardship does actively participate in the economy of the Fractured Skies. Exporting large quantities of food, lumber, and water, Plenty provides islands all over the skies on which these resources are either scarce or non-existent. The Stewards take the profits generated from these goods and use them to purchase resources and exotic materials from other islands and independent merchants for the good of Plenty. The Stewardship also sets aside money to purchase frivolities which are given to the people in large open air free-markets, where every one is entitled to take a single gift.   One of the three signatory members of The Pact, the Stewardship's key role in the union is to maintain a constant supply of food to the other two member nations, in exchange for defense assistance and resources not found on Plenty, such as iron. Additionally, the stewards supply their allied nations with wood from Plenty's great forests, at a substantially subsidized cost.   The Stewardship maintains a tense but amicable relationship with The Circle, the druidic order who live towards the islands center and help with the production of food with their nature magic. The druids operate outside of the Stewards systems and regulations, only following their own laws even when operating in the cities. Additionally, the druids maintain an iron grip of the islands three Source Crystals, not allowing the Stewards to shave them for Slivers or for chunks.

Structure

The Stewardship is made up of several councils, each in charge of a different aspect of running a city, all under a council of magistrates whom oversee the others. Some councils are permanent fixtures, such as the construction council, the council for trade, the council for repair, the council for health and wellness, etc. Other councils are formed for the organization of specific projects, holidays, or other one off events. All councils derive their authority from the main council, with powering trickling down from one level to another. The main function of the higher bodies being to identify the needs of the community, create new councils to tackle them, appoint new council members, oversee existing councils, and officially dissolve councils who have completed their assigned task. Any member of the community can join a council, generally by applying to the magistrate council. Once accepted, they are sponsored by a senior member of a higher council who takes responsibility for their actions and any possible transgressions.

Public Agenda

The Stewardship exists mainly to maintain the status quo of Plenty and ensure that the island is protected from the dangers of the Skies.

Assets

The Stewardship's main assets are the abundance of food, cotton, silk, wood, and hemp found on Plenty. The Stewardship trades the food to other islands, facilitating both the construction of new colonies on islands incapable of producing food themselves, as well as supporting larger islands whose populations have grown past their own ability to feed their citizens. The raw materials listed are traded to islands such as Skyhome for processing in factories into usable goods and Sky Ships, or to other islands where they are used for construction or decoration.

Territories

The Stewards govern the major cities of Plenty, as well as the various farming homesteads which dot the surface of the island. The roads which crisscross the island are also considered under the jurisdiction of the council, who oversee their repair and maintenance.

Stewards use Slivers to trade almost exclusively with other nations, independent traders, and individual mercenaries from other islands.
Judicial Body
If a council or council member is believed to have overstepped the bounds of their position, or misused their power, any citizen of Plenty who can show evidence of this wrongdoing can call a vote of no-confidence. If such a vote is called, a forum is called in which both the petitioner and the accused can argue their case. If found guilty, the councilor, as well the councilor who appointed them, are removed from office and barred from joining any council of any level for a period of 25 years.
